Project Manager - Multifamily Development

Overview

The Project Manager - Multifamily Development (Design & Construction) is responsible for

leading the design and construction delivery of assigned multifamily residential projects from

initial design coordination and entitlement through construction completion and occupancy.

This role manages the design consultant team, the general contractor, and the overall project

budget and schedule, serving as the primary point of accountability for scope, cost, and quality

outcomes on assigned projects. The candidate must be willing and able to travel to and work

on-site at assigned project locations throughout Southern California.

Duties:

• Serve as the lead project manager for assigned multifamily developments, overseeing all

phases from schematic design through construction close-out and occupancy.

• Manage the architect, structural, civil, MEP, and landscape design consultant team;

direct design development and construction document production to meet project

budget, schedule, and entitlement requirements.

• Lead coordination of the entitlement and permitting process with local planning and

building departments, including plan check, agency approvals, and environmental

review as applicable.

• Develop and manage project budgets, cash flow projections, and cost estimates across

design and construction phases; identify and implement value engineering

opportunities without compromising unit count or project quality.

• Develop, monitor, and update the master project schedule, integrating design,

entitlement, procurement, and construction milestones.

• Lead procurement and contracting of general contractors, design consultants, and

specialty vendors, including RFP development, proposal evaluation, and contract

negotiation.

• Review and respond to RFIs, submittals, and design change requests during

construction; manage the construction change order process.

• Oversee day-to-day construction administration, including quality control, safety

compliance, subcontractor coordination, and progress reporting.

• Coordinate unit mix, amenity programming, and finish selections with the

ownership/development team to align design intent with market and pro forma

requirements.

• Ensure compliance with Title 24 energy standards, CALGreen requirements,

accessibility requirements (ADA/Fair Housing/UBAS as applicable), and all applicable

building and fire codes.

• Manage the punch list, TCO/CO process, and unit turnover sequencing to support

leasing and occupancy schedules.

• Evaluate contractor and consultant performance; review and approve pay applications

and invoices.

• Identify, track, and mitigate project risks across design, entitlement, and construction

phases; escalate issues that may affect scope, schedule, or budget.

• Prepare and present project status reports, budget updates, and schedule forecasts to

ownership and executive stakeholders.

• Manage project closeout, including as-built documentation, warranty administration,

and O&M turnover.

• Take on additional duties or special projects as needed to support the multifamily

development program.

Requirements

Eight (8) or more years of full-time professional experience managing the design and

construction of multifamily residential projects (garden-style, podium, or high-rise),

including direct oversight of architects, engineers, and general contractors.

• Demonstrated experience managing projects continuously from the design/entitlement

phase through construction completion and occupancy - not solely construction-phase

oversight of a design-build package.

• Experience developing and managing project budgets and master schedules integrating

design, permitting, and construction milestones.

• Working knowledge of California entitlement processes, Title 24 energy standards,

CALGreen requirements, and applicable multifamily building codes.

Required Education

• Bachelor's degree in Construction Management, Architecture, Engineering, or a related

field from an accredited college or university.

• Relevant professional experience may substitute for the degree requirement on a year-

for-year basis; the minimum experience requirement above is not reduced by this

substitution.

Preferred Experience/Skills

• Prior experience with ground-up multifamily or mixed-use residential development.
• Familiarity with entitlement processes across multiple Southern California

jurisdictions.

• Experience managing design consultants directly, rather than solely reviewing

contractor-submitted design-build packages.

• Working knowledge of construction defect avoidance practices for multifamily product.
• Proficiency with project scheduling software (Primavera P6 or MS Project) and

budget/cost management tools.

• Strong written and verbal communication skills; demonstrated ability to interface

directly with ownership, design teams, contractors, and municipal agencies.
