resettlement data and compensation supervisor (m/f) - 1 job

Our client is a prestigious company operating in the Oil&Gas sector.

FUNCTION

Reporting directly to the Land Access Programs Manager and the VP of Social Performance, the main activities of the job include: being responsible for leading the resettlement-related data and compensation team and manage/support the implementation partners responsible for implementing key components of the resettlement program, namely: 1) land and asset survey, (2) compensation agreement signing and payments, 3) grievances resolution and 4) in-kind compensation; to supervise the GIS and survey database for resettlement and ensure all data is adequately quality controlled, stored, backed up and managed in the project data management system; to manage the project data repository system for compensation (agricultural, fisheries and community), resettlement and livelihood restoration; to provide training on IP mobilization and as required during the execution of the works; support recruiting, onboarding, coaching, upskilling and mentoring of compensation team; to liaise with the project support services, security and HSE teams to coordinate transport for the field teams, HSE training, equipment provision and escorts as applicable; develop all necessary procedures, documents and agreements for the compensation entitlement and payment system and oversee its implementation; prepare the SOWs for contracting implementation partners for the implementation of the compensation and relocation programs; for ensuring that compensation agreements and compensation schedules are prepared in advance, PAP receive full briefings and the negotiation process for the priority areas is successful; ensuring that all data and documents related to the compensation and other resettlement-related activities are properly recorded and deposited into the project data system; coordinate the handover of land access to the project requestor and ensure that all supporting documents have been properly recorded and deposited into the project data system; liaise and work closely with other resettlement management units, including construction, community and social affairs manager and M&E; ensure the compensation payment process and all field activities are completed in compliance with the resettlement plan, government and community agreements, project policies and procedures, and all applicable Mozambican laws and regulations; develop a field operation plan and ensure all economically displaced PAPs receive appropriate support and their compensation timely; act as a focal point between contractors, the project, Government, affected households and the wider community; conduct necessary pre-audit and controls to support formal internal audits on compensation payments; oversight and report on progress for the compensation unit through daily, weekly and monthly reports; observe the safety, health, environmental and social aspects of the execution of the implementing partners’ scopes of work; seek to help them improve their performance through intervention; management of Land and Asset Survey processes, compensation agreements, compensation schedules, and compensation payments; implementation of land access programs, including coordination of land handover for construction; direct work with affected PAPs/households, communities, government authorities, and implementation partners; coordination and supervision of field teams, contractors, and Implementation Partners; preparation of procedures, documentation, agreements, and SOWs related to compensation and relocation programs; operational monitoring in the field, including daily, weekly, and monthly reports, document control, and preparation for audits.

Requirements

• University degree in a relevant area (e.g., Geography, Economics, Rural Development, Sociology, Social Sciences, Environmental Management);
• At least five (05) years’ experience with social geospatial data management and analysis;
• Minimum of five (05) years of experience in engaging communities for resettlement-related activities, with focus on compensation program and resettlement commitment delivery;
• Proven experience managing implementation partners including technical and financial management and monitoring is required;
• Proven experience of execution of land access programs for large-scale resettlements, including asset surveys, compensation agreement signing and compensation delivery is required;
• Good understanding of the data processes involved in compensation associated with Resettlement and a comprehensive understanding of data management requirements to feed the compensation processes (collection, QA/QC, analysis, distribution, workflow and data maintenance, etc.):
• Good understanding of the importance of resettlement data integrity and quality assurance and quality control (QA/QC) processes is important;
• Experience with database management software, including ArcGIS Pro/QGIS, Checkmob, and Borealis, is required;
• Fluency in Portuguese and English (written and spoken) is required;
• Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs;
• Strong analytical, negotiation and conflict-management skills;
• Excellent interpersonal abilities and stakeholder communication experience;
• Ability to work under pressure, multitask and meet tight deadlines;
• Strong interpersonal skills (Confident, Calm and Reasoned) with capability to coach, support and successfully influence at all organizational levels (including Contractors);
• Excellent analytical skills and detail oriented with competence to write reports;
• Mozambican Nationality will be an advantage;
• Living in the local area of the job will be an advantage.
