What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $75,000 - $95,000/year. We also offer generous benefits for full-time employees which include but are not limited to:

Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work three (3) days in office. For your in-office days, you can expect to work on-site at the Minoru Yasui Building (303 W. Colfax Ave., Denver, CO 80204).

The Office of Neighborhood Safety (ONS) is seeking a Diversion Services Manager to oversee prevention and intervention services that support at-risk and justice-involved youth. ONS is a division within OSEI and plays a central role in advancing the City’s commitment to equitable, community-centered approaches to violence prevention and neighborhood safety.
Specifically, as the Diversion Services Manager, you will:
Oversee the operation, performance, and budget management of youth diversion and intervention programs, including the Alternative to Citation (ATC), Municipal Juvenile Diversion, and Voluntary Diversion programs.
Lead coordinated case management services for at-risk and justice-involved youth, ensuring effective outreach, assessment, service planning, and family engagement.
Develop, implement, monitor, and evaluate program work plans, goals, performance measures, budgets, policies, and procedures.
Supervise, coach, and develop a team of professional staff, including assigning work, conducting case reviews, and managing performance and professional development.
Administer grants and funding sources, including grant applications, compliance monitoring, financial oversight, and required programmatic reporting.
Build and maintain strong partnerships with community-based organizations, schools, government agencies, and other stakeholders to expand services and referral networks for youth and families.
Represent the agency in community meetings, workgroups, task forces, and collective impact initiatives focused on youth and family well-being.
Collaborate with program partners to identify challenges, implement process improvements, and enhance program outcomes and service delivery.
Serve as a member of the department's leadership team, contributing to strategic planning, program development, and continuous improvement efforts.
Act as a spokesperson and advocate for diversion services programs, engaging stakeholders and incorporating feedback to strengthen program impact.
What You’ll Bring
Our ideal candidate has some or all the following experience, skills, and characteristics:
Experience providing and/or supervising coordinated case management services for youth and families, including outreach, screening and assessment, case planning, referrals, and ongoing case coordination.
Experience working with youth diversion, juvenile justice, municipal courts, or related programs serving at-risk or justice-involved youth and families.
Demonstrated experience supervising, coaching, and developing staff while fostering a collaborative, service-oriented team culture.
Strong relationship-building skills and experience partnering with courts, law enforcement agencies, community organizations, youth, and families to achieve positive outcomes.
Experience leading or playing a key role in collaborative or collective impact initiatives focused on youth, family, or community services.
Exceptional customer service, communication, and interpersonal skills, with the ability to build trust, demonstrate empathy, and effectively navigate sensitive situations with diverse stakeholders.
Required Minimum Qualifications
Education requirement: Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field.
Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.Additional appropriate education may be substituted for the minimum experience requirements.
