HSE Advisor ANZ Transmission and Substation

The Opportunity

At Downer, we deliver essential services that power and connect communities. We are seeking an experienced HSE Advisor to join our Energy and Utilities business supporting Transmission and Substation projects across Australia and New Zealand.

Reporting to the HSE Manager Transmission and Substation, this operational field based role is responsible for providing frontline health, safety and environmental assurance through site verification, compliance monitoring, risk management, incident support and workforce engagement activities. The role plays a critical part in ensuring that approved controls are implemented effectively, risks are managed proactively and projects maintain compliance with legislative, client and business requirements.

Key responsibilities include:

• Supporting the implementation and ongoing effectiveness of Health and Safety Management Plans

• Conducting workplace inspections, field observations and critical control verifications

• Monitoring project risk registers and ensuring controls remain effective as site conditions evolve

• Delivering project inductions, toolbox talks and workforce safety communications

• Verifying workforce competencies, licences and training requirements

• Supporting subcontractor HSE governance, onboarding and performance management

• Participating in incident investigations, corrective action management and organisational learning activities

• Assisting with injury management, return to work coordination and health monitoring programs

• Maintaining accurate HSE records, reporting and audit ready documentation

• Supporting client audits, regulatory interactions and assurance activities across projects.

What We're Looking For

To be successful in this position, you will bring practical field based HSE experience within construction, infrastructure, energy, utilities or major project environments.

You will also possess:

• Certificate IV in Work Health and Safety or higher

• Current Construction Industry White Card

• Demonstrated experience supporting high risk construction activities and permit to work systems

• Strong understanding of Australian WHS legislation and risk management principles

• Experience conducting workplace inspections, audits and critical control verification activities

• Exposure to incident management systems and HSE reporting platforms

• Experience working closely with subcontractors, operational leaders and project teams

• Strong communication and stakeholder engagement skills

• High attention to detail with a focus on compliance, governance and quality documentation

• The confidence and capability to intervene, stop work and escalate critical safety risks when required.
