Job Purpose
The Project HSE Manager is responsible for leading, developing, implementing, and monitoring all Health, Safety, and Wellbeing activities across their assigned DP World project(s). Based in Dibba, Fujairah.
The role requires management of compliance with DP World standards, applicable local legal requirements, and international best practices while fostering an initiative-taking HSE culture that supports project delivery and the achievement of “Zero Harm” objectives.
Key Accountabilities
Health & Safety Leadership
Support the implementation of DP World's HSE strategy, policies, standards, and objectives.
Function as an SME and advise project leadership on all health and safety matters.
Lead safety engagement initiatives, campaigns, and behavioural-based safety programs.
Function as a point of contact with government and local authorities as needed.
Project HSE Management
Develop, implement, and maintain project-specific Health & Safety Management Plans.
Review all project activities against applicable HSE requirements and applicable legislation.
Review project plans, method statements, risk assessments, and safe systems of work.
Lead Risk Management and drive best practices (i.e., Hierarchy of Control).
Contractor Management
Evaluate contractor HSE competency during tendering and prequalification processes.
Conduct contractor onboarding and monitor HSE performance throughout project execution.
Lead HSE audits, inspections, and performance reviews of contractors and subcontractors.
Ensure corrective actions are implemented and closed out effectively.
Compliance & Assurance
Conduct regular site inspections, audits, and compliance assessments.
Monitor compliance with the Contract for the Works, local regulations, and DP World standards.
Assess & review project HSE records, permits, and statutory documentation.
Support internal and external audits and regulatory inspections.
Incident Management
Lead investigations into incidents, near misses, dangerous occurrences, and occupational health events. Identify root causes and develop corrective and preventive actions. Track closure of actions and communication of lessons learned across project teams.
Training & Competence
Ensure all personnel receive appropriate inductions and task-specific safety training.
Verify competency requirements for safety-critical activities.
Coach managers, supervisors, and workers on risk management and safe working practices.
Emergency Preparedness
Develop and maintain emergency response plans.
Coordinate emergency drills and exercises.
Consult with emergency services, stakeholders, and project teams to ensure readiness.
Review emergency response effectiveness and implement improvements.
Performance Monitoring & Reporting
Report on project HSE performance indicators and dashboards.
Monitor leading and lagging safety metrics.
Review and prepare HSE reports for Project Leadership & Corporate reporting.
Analyse trends and recommend improvement initiatives
Qualifications, Experience and Skills
Qualifications
- Bachelor’s degree in health & safety, Engineering, or related discipline.
- NEBOSH International Diploma or equivalent.
- Lead Auditor qualification.
Experience
- Minimum 8 years of HSE experience.
- Minimum 5 years in a project HSE management role.
- Proven experience managing HSE on major projects.
- Experience collaborating with contractors and complex stakeholder environments.
- Strong understanding of UAE and international HSE regulations and standards.
