The role
As Health, Safety & Environment (HSE) Officer - Netherlands & Belgium, you carry two complementary and equally important responsibilities at Fastned.
First, you are the on-the-ground HSE representative for the Netherlands and Belgium, the person ensuring that our construction projects, stations and offices in both countries are safe, compliant and continuously improving. You work closely with construction managers, field operations, asset management, design and local leadership teams, with a focus on practical HSE execution in the field: incident management, inspections, training, toolbox talks and engagement with contractors and authorities.
Second, and uniquely for this role, you own the HSECulture and Trainingpillar for the entire HSE department, across all Fastned markets. You are responsible for making safety visible, relevant and engaging company-wide: from campaigns and safety moments to lessons learned sessions and internal HSE communications. This is not a support task, it is a leadership responsibility within the team
You report to the Head of Health, Safety & Environment and collaborate frequently with the Electrical Safety Engineer and other teams across Europe.
What you'll do
Own the HSE Culture & Training pilar
Lead the HSE communication and awareness pillar for the entire HSE team, not just for NL & BE.
Lead and drive the HSE communication and awareness strategy for the entire HSE department, ensuring safety topics are visible, relevant and engaging across all Fastned markets and teams.
Design and deliver campaigns, initiatives and regular communications that keep HSE top of mind across construction, field and office environments.
Translate complex safety requirements, regulatory updates and incident learnings into clear, accessible messages that resonate with different audiences - from technicians on site to office-based colleagues across countries.
Build and maintain a calendar of awareness activities (e.g. safety moments, themed campaigns, lessons learned sessions, international safety days) and coordinate their delivery across all markets in collaboration with local HSE colleagues.
Act as the editorial owner of HSE internal communications (e.g. newsletters,Notion page, updates, safety alerts), ensuring consistency, quality and relevance across the organisation.
Collect feedback on the effectiveness of communication initiatives and continuously improve the approach based on what works in the field.
Keep people and sites safe in NL & BE
Act as the visible and approachable HSE contact for project managers, field technicians, contractors and suppliers across NL & BE.
Support design and construction reviews, during the Construction Design Management process, to integrate HSE requirements from the start.
Deliver toolbox talks and hands-on HSE support to internal teams and contractors in the field.
Support the implementation of HSE management system processes in your markets (e.g. critical controls checklists, contractor management, local procedures).
Help ensure legal compliance with Dutch and Belgian HSE legislation in collaboration with the Head of HSE and external advisors.
Manage incidents, compliance and continuous improvement
Coordinate incident reporting, support root cause analysis and follow up on corrective and preventive actions at site level.
Monitor trends in incidents, near misses and unsafe conditions in NL & BE and propose systemic improvement actions.
Ensure HSE documentation is complete and up to date, including inspection reports, risk assessments, method statements and training records.
Feed learnings from the field directly into the company-wide communication and awareness programme you lead.
Deliver results and collaborate across the business
Take full ownership of your HSE objectives and commitments in the Netherlands & Belgium, ensuring work is delivered reliably and on time.
Proactively flag risks to delivery or compliance and propose pragmatic solutions.
Use HSE data and dashboards to prioritise actions and support decision-making with stakeholders.
Share learnings and best practices across markets and support cross-country initiatives led by the Head of HSE.
About You
You are passionate about safety and you enjoy being out in the field as much as working with data and procedures.
You are pragmatic, collaborative and comfortable engaging with people at all levels, from contractors on site to local management.
You bring 3 to 5 years of experience in HSE position, enough to hit the ground running, but with plenty of room to grow.
Knowledge of HSE legislation and safety standards relevant to the Netherlands and/or Belgium (e.g. working at height, road safety, contractor safety, etc.).
Strong skills in incident investigation and incident analysis, and experience following through on corrective actions.
Ability to work independently across multiple sites and stakeholders, prioritising effectively and following up proactively.
Comfortable using data and simple dashboards (e.g. Excel, Databricks) to monitor performance and support decisions.
Strong communication skills in English and Dutch, both written and verbal, with the ability to explain HSE topics clearly and constructively.
A valid driving licence and willingness to travel frequently between locations in the Netherlands and Belgium, and further occasionally.
