General Dynamics Information Technology, known as GDIT, is the technology services division of the defence contractor General Dynamics and one of the largest suppliers of IT to the United States federal government. It designs, builds and operates networks, cloud environments, cybersecurity and mission applications for defence, intelligence, homeland security and civilian agencies, work that requires a very large security-cleared workforce. The division roughly doubled in scale through the 2018 acquisition of CSRA, and has since concentrated on cloud migration, zero trust architecture and applying artificial intelligence inside accredited government environments.

Why GDIT

Are you ready to be a part of an elite team at GDIT, working on a large-scale, pioneering National Intelligence program? This is an incredible opportunity to immerse yourself into an environment that fuses innovation, speed, and security to safeguard our Nation.

At GDIT, you'll thrive in a dynamic and collaborative setting, where your technical skills will be both challenged and expanded. This program offers the chance to engage with cutting-edge technologies and contemporary development practices in support of a vital mission. You'll play a critical role in addressing some of the most intricate security and operational challenges facing Intelligence and Homeland Security today.

Come join us and contribute to a mission that truly matters, while advancing your career alongside some of the brightest minds in the industry.

What You’ll Achieve

The Resource Manager plays a strategic, high-impact role at the IDIQ level, embedded within the PMO. This position partners directly with the Program Manager, Solutions Architect, Task Order Leads, Lead Agilist, Scrum Masters, and functional support teams to ensure the program is staffed effectively and positioned for success. The Resource Manager oversees capacity planning and management for a diverse matrixed workforce that includes software developers, testers, ISSEs, DBAs, and systems engineers.

In this role, you will:

Workforce Planning and Capacity Management

  • Maintain a holistic view of staffing across all six task orders (roles, skills, locations, clearances, utilization).

  • Work closely with the Lead Agilist, Scrum Masters, and TO Leads to:

    • Understand team capacity, sprint plans, and near-term/backlog demand.

    • Identify over- and under-utilization and recommend adjustments.

  • Ensure each scrum team is appropriately staffed to deliver committed work while maintaining sustainable pace.

  • Support program management in aligning staffing to contract baselines, funding profiles, and organizational targets for direct labor.

Training and Development Planning for All Contract Personnel

  • Build and maintain a consolidated annual training plan for all personnel on contract, in partnership with:

    • PMO leadership.

    • TO Leads, tech leads, and matrix team.

  • Identify required and recommended training (technical skills, tooling, Agile/SAFe, security/mandatory training, customer-specific training).

  • Track completion and compliance of required training; highlight gaps and remediation plans.

  • Coordinate with internal GDIT resources (i.e. Learning & Development) to leverage enterprise learning platforms, certifications, and role-based curricula.

Scrum Team Capacity Management and Agile Collaboration

  • Partner with Lead Agilist and Scrum Masters to:

    • Maintain accurate capacity profiles for each team (availability, PTO, training time, cross-team commitments).

    • Adjust team staffing to support new task orders, changing scope, or reprioritization.

  • Support planning for Program Increments/releases by providing up-to-date capacity data and staffing scenarios.

  • Monitor capacity impacts of non-development activities (training, production support, MVI, surge support) to ensure realistic commitments.

MVI Scheduling Across All Task Orders

  • Own the master schedule for MVI (e.g., maintenance, validation, integration, or similar recurring events) across all task orders.

  • Coordinate with TO Leads, tech leads, QA, and operations to:

    • Align MVI activities with release calendars, testing windows, and customer constraints.

    • Minimize conflicts and resource contention across teams.

  • Ensure MVI schedules and resource plans are visible in PMO tools/portals and updated regularly.

  • Track execution of MVI events and assess resource impacts and lessons learned to inform future scheduling.

Surge Support Forecasting and Resource Reallocation

  • Monitor demand signals (backlog growth, new TOs, production incidents, customer priorities) to forecast surge needs.

  • Identify developers and other staff who can be temporarily reallocated to support surges without compromising critical work elsewhere.

  • Develop and maintain a lightweight rotation or bench strategy for surge readiness.

  • Provide recommendations to Program Manager/TO Lead on when and where to move developers, including:

    • Skill alignment.

    • Impact to home team.

    • Expected duration and backfill needs.

Staffing Operations, Reporting, and Coordination

  • Maintain current, accurate staffing rosters and role mapping for all task orders (who is on what team, in what role, at what FTE level).

  • Support staffing actions (onboarding, offboarding, backfills, internal moves) by coordinating with:

    • Talent Acquisition.

    • Internal Mobility.

    • HR and Security.

  • Provide regular staffing and capacity reports to PMO leadership, including:

    • Fill rates vs. baselines.

    • Utilization trends.

    • Training completion status.

    • Upcoming gaps or risks.

Process Improvement and Tooling for Resource Management

  • Define and refine PMO processes for capacity planning, staffing requests, MVI scheduling, and training tracking.

  • Work with PMO and technical leaders to ensure tools (e.g., spreadsheets, SharePoint, resource management tools, Agile tools) support:

    • Reliable capacity forecasting.

    • Clear visibility into staffing and training.

  • Identify and implement improvements or automations that reduce manual effort and improve accuracy and timeliness of resource data.

Required Qualifications

  • Minimum bachelor’s degree in information technology, or information management, or eight years of comparable work experience

  • TS/SCI with Polygraph

  • 5+ years of experience in a fast-paced Agile development environment

  • 5+ years of experience leading teams with demonstrated ability to plan, organize, and implement significant strategic initiatives.

  • Experience deploying enterprise-wide reporting tools and visualizations

  • Experience coordinating schedules, workflows, and cross-team planning

  • Skilled in backlog management and documentation

  • Skills and Abilities:

    • Agile Scrum, Kanban, or other methodologies

    • Risk Management & Assessment

    • Stakeholder Communication

    • Performance Tracking (KPIs)

    • Process Improvement

    • Problem Thinking & Critical Thinking

    • Conflict Resolution & Negotiation

Desired Skills and Experience

  • Previous experience building / creating PowerBI dashboards

  • Practical experience working in a SAFe environment and completion of relevant SAFe training or certifications (e.g., SAFe Practitioner, SAFe Scrum Master, or SAFe Program Consultant)

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
