Global Product Owner - Employer of Record (EOR)

Role Overview

At GoGlobal, the Global Product Owner (GPO), Employer of Record (EOR) owns the EOR product end to end, including its global scope, standards, commercial model, operating framework, service delivery, and economics. As a senior member of the Delivery leadership team reporting to the Chief Delivery Officer, you are accountable for the growth, profitability, operational excellence, and reputation of the EOR product worldwide.

This is a leadership role whose primary objective is sustainable business growth through exceptional client delivery. You are the senior product and delivery voice for EOR in the market, serving as a trusted advisor to clients, prospects, and strategic partners while partnering closely with Revenue and Sales to win, retain, and expand business globally.

You lead the EOR function globally through the Global Process Manager (GPM), Regional Product Owners (RPOs), EOR Operations leaders, and Outsourcing Control (OC) leads. You establish and defend global product standards, design the operating model to scale with market demand, and continuously evolve the product to strengthen GoGlobal's competitive advantage.

Roles & Responsibilities

Commercial Leadership & Growth

  • Act as the senior client-facing product authority for EOR, leading strategic engagements, executive client discussions, proposals, and escalations.
  • Partner with Revenue and Sales as the EOR subject matter expert, helping qualify opportunities, shape solutions, support pricing strategies, and expand key accounts.
  • Drive product growth through strong market positioning, customer retention, cross-selling, and upselling initiatives.
  • Define and evolve the commercial logic for EOR, including pricing frameworks, service tiers, packaging, premium offerings, and commercial guardrails.
  • Support strategic partnerships and alliances that enhance market reach and service capability.

Product Strategy & Ownership

  • Own the global EOR product strategy, service catalogue, delivery framework, and operating model.
  • Define what is included within the EOR service scope, associated service levels, and operational standards globally.
  • Continuously evaluate market trends, competitive positioning, client needs, and regulatory developments to enhance the product offering.
  • Lead product innovation initiatives to improve client value, scalability, and service differentiation.
  • Establish a clear product roadmap that aligns with company growth objectives and market opportunities.

Global Delivery Standards & Operational Excellence

  • Set and maintain global execution standards, SLAs, quality metrics, and client experience expectations across all regions.
  • Ensure consistency in onboarding, employee lifecycle management, payroll coordination, benefits administration, and offboarding processes globally.
  • Drive operational excellence through standardization, automation, process optimization, and continuous improvement initiatives.
  • Partner with Operations, Technology, and Legal teams to enhance service delivery efficiency and scalability.
  • Oversee the resolution of critical delivery issues and complex client escalations.

Cost Management & Commercial Sustainability

  • Own EOR product-level cost-to-serve and overall commercial performance.
  • Drive productivity improvements, operational efficiencies, margin enhancement, and long-term economic sustainability.
  • Evaluate delivery models and resource strategies to optimize profitability while maintaining service quality.
  • Reduce dependency on high-cost external providers through capability development, process optimization, and strategic sourcing initiatives.
  • Ensure pricing structures accurately reflect risk, complexity, and service delivery requirements.

Regional Delivery Governance & Team Leadership

  • Lead all Regional Product Owners (RPOs) for EOR as their global functional leader, holding them accountable for regional performance and delivery outcomes.
  • Lead, mentor, and develop the GPM, RPOs, Operations leaders, and OC leads to build strong product, commercial, and operational capability.
  • Foster alignment across regions while ensuring local market requirements are incorporated into product execution.
  • Create a culture of accountability, collaboration, innovation, and client-centricity throughout the global EOR organization.
  • Define organizational capability requirements and workforce planning strategies to support growth.

Compliance, Risk & Governance

  • Own the global compliance posture for the EOR product across employment, payroll, tax, labor law, and worker classification obligations.
  • Ensure EOR delivery adheres to regulatory requirements and internal governance standards in every country where GoGlobal operates.
  • Partner with Legal, Compliance, and Risk functions to proactively identify and mitigate regulatory, operational, and commercial risks.
  • Maintain strong controls and governance frameworks across all delivery locations and third-party partners.
  • Oversee compliance monitoring, audit readiness, and ongoing regulatory change management.

Key Performance Indicators

  • Revenue growth and product win rate.
  • Retention and Net Revenue Retention (NRR).
  • Gross margin and cost-to-serve.
  • EOR employee onboarding speed and quality.
  • Delivery SLA attainment and operational performance.
  • Client satisfaction (NPS and CSAT).
  • Compliance and audit performance.
  • Productivity and scalability metrics.
  • Employee lifecycle service quality.

Requirements

  • Bachelor's degree in Business, Human Resources, Finance, Law, International Business, or a related field.
  • 12+ years of experience in Employer of Record (EOR), Global Employment, HR Outsourcing, Workforce Solutions, Payroll Services, or Global Business Services.
  • At least 5 years leading a global product, service line, operational function, or business unit with end-to-end accountability.
  • Demonstrated track record of driving growth through revenue generation, market expansion, client retention, and account development.
  • Experience managing a service-line P&L, including ownership of cost-to-serve, margin, pricing strategies, and productivity performance.
  • Strong working knowledge of global employment practices, labor regulations, payroll delivery models, worker classification, and workforce compliance requirements.
  • Strong client-facing, commercial, and business development capability, comfortable serving as the senior product voice with clients and prospects.
  • Experience leading senior product, operational, and delivery leaders across multiple regions and cultures.
  • Ability to balance commercial objectives, operational excellence, compliance requirements, and customer experience.

Preferred

  • Prior experience as a Product Owner, Service Line Leader, General Manager, or Head of EOR within a global workforce solutions, PEO, EOR, payroll, or HR services organization.
  • Experience leading a global EOR transformation, operating model redesign, or large-scale growth initiative.
  • Experience building and scaling international employment solutions across multiple jurisdictions.
  • Strong understanding of HR technology, workforce management platforms, and digital service delivery models.
  • Experience leading post-acquisition integration, globalization, or operational transformation programs.
  • Professional certifications in HR, Payroll, Employment Law, or Business Management are advantageous.
