[LTA-TRO] ENGINEERING SENIOR/ MANAGER, TRAFFIC & ROAD IT[What you will be working on]
We are looking for an experienced Engineering Manager to lead a high-performing, cross-functional agile squad delivering scalable digital services for Singapore’s land transport operations and enforcement functions. The role combines people leadership, technical guidance, and agile delivery to build reliable, user-centric services for citizens, commuters, motorists, and industry partners.
You will partner with Product Managers, Designers, and Scrum Masters to drive engineering best practices, consistent sprint delivery, and strong code quality across C++, Java, and low-code platforms such as OutSystems. Working across AWS and Microsoft Azure, you will guide the team in delivering traffic and road operations capabilities, including operational workflows, public-facing digital services, and data-driven service delivery.
Key Responsibilities
Agile Squad Delivery & Cross-Functional Alignment
Lead day-to-day sprint delivery for a dedicated agile engineering squad.
Work closely with Product Owners, Designers, and business stakeholders to translate product roadmaps into well-defined technical epics and user stories.
Facilitate Scrum ceremonies, manage squad capacity, clear blockers, and track flow metrics such as cycle time and sprint velocity.
Keep delivery on track, shield the team from external disruptions, and ensure engineering execution remains aligned with broader business goals.
Technical Strategy, Multi-Cloud Architecture & Platform Integration
Provide technical leadership and architectural oversight across C++, Java microservices, and OutSystems low-code solutions.
Define and drive deployment practices, infrastructure architecture, and governance frameworks across AWS and Azure.
Work with platform vendors to maximise value from cloud and low-code platforms.
Systematically reduce technical debt to keep systems sustainable over the long term.
Engineering Standards, Quality & Operational Reliability
Own the operational resilience, security posture, and availability of production services within the product domain.
Enforce strong engineering standards, including peer code reviews, automated testing, CI/CD pipelines, and Infrastructure-as-Code.
Maintain compliance with security mandates, privacy guidelines, and vulnerability remediation protocols.
Embed SRE principles, proactive observability, and clear incident triage processes into the team’s ways of working.
People Leadership, Team Culture & Talent Growth
Oversee a team of 4 to 5 engineers from a project delivery perspective.
Ensure engineers are well-directed, unblocked, and set up for success across active workstreams.
Provide guidance, share feedback, and support the team despite not being the direct line manager.
Foster a collaborative team culture grounded in engineering excellence and modern practices, including AI-assisted tooling.
[What we are looking for]
Knowledge in Computer Science, Computer Engineering, or related discipline, with at least 10 years’ software engineering experience and 2 years in engineering leadership, squad lead, or people management role.
Strong hands-on background in Java and C++, with experience in TypeScript, Node.js, React, microservices, REST/GraphQL APIs, and enterprise low-code platforms such as OutSystems.
Proven ability to architect, deploy, and operate production systems across AWS and Azure, using CI/CD, Docker, Kubernetes, Terraform, and observability tools such as CloudWatch, Datadog, or Splunk.
Deep Agile/Scrum delivery experience, including sprint execution, capacity planning, automated testing, flow metrics, stakeholder communication, conflict management, and engineer mentoring.
Excellent communication skills and can distil complex technical or policy hurdles into clear, persuasive narratives for both peers and senior leadership.
