What You Will Do:

Serve as the Partnerships, Engagement, and Strategy Senior Consultant supporting FEMA's mission to help people before, during, and after disasters. As a Guidehouse Senior Consultant embedded within an operational office of the U.S. Federal Emergency Management Agency (FEMA), you will leverage your emergency management experience to strengthen FEMA's relationships with state, local, tribal, and territorial governments, private sector organizations, nongovernmental organizations, and other key stakeholders that play a critical role in disaster preparedness, response, recovery, and resilience.

In this role, you will lead communications, engagement, and partnership initiatives designed to foster collaboration, enhance information sharing, and improve coordination between FEMA and external partners. You will build and sustain trusted relationships across critical infrastructure sectors and private industry, helping FEMA identify emerging risks, strengthen preparedness efforts, and maintain situational awareness before, during, and after disasters.

You will develop and execute stakeholder engagement strategies, facilitate meetings and workshops, prepare executive-level communications and briefing materials, and translate complex operational and analytical information into clear, actionable recommendations. You will also support FEMA leadership in identifying opportunities to expand partnerships, increase stakeholder participation, and advance initiatives that strengthen community resilience nationwide.

This position is ideal for an individual with a passion for emergency management, relationship-building, strategic communications, and public service. Success in this role requires the ability to engage diverse stakeholders, navigate complex operational environments, and develop collaborative solutions that help FEMA and its partners better serve disaster survivors and strengthen the nation's resilience.

This position is embedded within FEMA Headquarters in Washington, D.C., and requires an onsite presence of approximately four (4) days per week at the client site. Team members are also expected to spend approximately one (1) day per week at Guidehouse's Tysons, VA or Arlington, VA office to support collaboration, leadership engagement, and professional development activities.

Duties will include:

  • Lead the development, execution, and management of partnerships, engagement, and strategic communication initiatives that strengthen collaboration between FEMA, government partners, nongovernmental organizations, private sector organizations, and critical infrastructure stakeholders.

  • Build and sustain trusted relationships with external partners to advance disaster preparedness, response, recovery, mitigation, and resilience objectives.

  • Develop and implement engagement strategies, outreach plans, and communications campaigns that promote FEMA programs, initiatives, and partnership opportunities.

  • Research, analyze, and communicate emerging risks, operational challenges, disaster impacts, and resilience initiatives to inform situational awareness and stakeholder decision-making.

  • Facilitate coordination among federal, state, local, tribal, territorial, nonprofit, and private-sector partners to support information sharing and collaborative problem-solving.

  • Plan. develop, and manage multi-channel communications and content with minimal oversight; create/develop plain-language messaging, graphics, and content to increase stakeholder engagement.

  • Develop executive-level briefings, talking points, reports, presentations, and other communications products that clearly translate complex operational and analytical information into evidence-based recommendations for FEMA leadership and external stakeholders.

  • Research and communicate supply chain logistics, impacts, disruptors, and resilience efforts across the disaster lifecycle to inform business operations and customers.

  • Conduct market research, stakeholder analysis, and environmental scans to identify partnership opportunities, emerging trends, and engagement strategies that advance FEMA mission priorities.

  • Plan, organize, and facilitate client meetings, workshops, exercises, and stakeholder engagements involving senior leaders, external partners, and disaster management professionals.

  • Define, track, analyze, and report communications, engagement, and partnership performance metrics, including return-on-investment (ROI) measures; analyze results and evaluate effectiveness and inform continuous improvement efforts.

  • Apply qualitative and quantitative analysis to assess stakeholder needs, identify gaps, and support the development of evidence-based engagement and resilience strategies.

  • Support FEMA leadership in identifying opportunities to expand partnerships, strengthen cross-sector collaboration, and increase stakeholder participation in preparedness and resilience initiatives.

  • Deliver high-quality client service and project execution in a dynamic, fast-paced emergency management environment, independently managing priorities, deadlines, and deliverables.

  • Mentor junior team members, provide quality assurance for project work products, and contribute to a collaborative, mission-focused team environment.

  • Demonstrate initiative, strategic thinking, and creative problem-solving to address complex emergency management challenges and improve client outcomes.

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.
  • Bachelor's degree.

  • SIX (6) years of experience in emergency management or a closely related field. Knowledge of the following:

  • Federal Emergency Management Agency (FEMA)

  • National Response Coordination Center (NRCC) structure

  • DHS Cybersecurity and Infrastructure Security Agency (CISA)

  • National Response and Recovery Framework (NRF) and (NDRF) respectively

  • How private sector and industry integrates with the federal government.

  • Experience in communications, customer experience, partner engagement, marketing, or training.

  • Experience leading end-to-end work products; collaborating across stakeholders to collect input, adjudicate feedback, and deliver on time.

  • Experience modernizing or redesigning communications products to meet evolving business requirements.

  • Experience developing and executing partnership engagement strategies with minimal errors and oversight in fast-paced environments.

What Would Be Nice To Have:

  • Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred

  • Strong oral and written communication skills for diverse audiences; demonstrated ability to communicate in plain language.

  • Experience planning, executing, and facilitating meetings, summits, and conferences (in-person, online, and hybrid) to drive outcomes and consensus with internal and client stakeholders.

  • Experience presenting and facilitating using collaboration tools and feedback technologies.

  • Successful experience briefing senior executives and developing communication strategies tailored to client needs.

  • Experience developing executive talking points and presentation materials.

  • Proven ability to manage own work.

  • Federal consulting and/or Federal Government experience, preferably supporting FEMA, DHS, emergency management, homeland security, or resilience programs.

  • Familiarity with how private sector and industry integrates with the federal government.

  • Experience supporting emergency management, disaster preparedness, response, recovery, mitigation, resilience, or public-private partnership initiatives.

  • Proficiency in Microsoft Suite applications

  • Demonstrated experience building and sustaining relationships with government, nonprofit, private-sector, and critical infrastructure stakeholders.

  • Experience conducting market research, stakeholder analysis, and environmental scans to identify trends, risks, opportunities, and partnership strategies.

  • Crisis communications, business continuity, or incident management communications experience.

  • Strong project management, relationship-building, analytical, and problem-solving skills in a fast-paced environment.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
