Deputy Program Manager

Hanwha Defense USA (HDUSA)

Location: Philadelphia, PA (Hanwha Philly Shipyard) | [On-site]

Employment Type: Full-Time

Clearance: Ability to obtain a U.S. Secret clearance

About the Role

Hanwha Defense USA is seeking a Deputy Program Manager to help lead the execution of a U.S. Navy shipbuilding effort for a new class of amphibious vessels built at Hanwha Philly Shipyard. The Deputy Program Manager works directly with the Program Manager to drive cost, schedule, and technical performance from contract award through delivery. This role acts for the Program Manager in their absence and serves as a primary point of contact for the customer, the prime contractor, and international design and shipbuilding partners.

This is a hands-on leadership role on a high-visibility program. You will shape how the program runs from day one.

Key Responsibilities

  • Support the Program Manager in planning, executing, and controlling all program activities across design, procurement, production, test, trials, and delivery.
  • Own the Integrated Master Schedule (IMS). Track critical path performance, assess schedule risk, and lead recovery planning when milestones slip.
  • Manage subcontract performance and flowdown compliance with the prime contractor. Track deliverables, CDRLs, and contractual milestones.
  • Coordinate across HDUSA, Hanwha Philly Shipyard, Hanwha Ocean, and the baseline design partner to align engineering, material, and production plans.
  • Lead program risk and opportunity management. Maintain the risk register and drive mitigation actions to closure.
  • Prepare and deliver program reviews, status reports, and executive briefs for internal leadership and the customer.
  • Ensure compliance with export control (ITAR/EAR), CUI handling, Buy American Act, Cargo Preference Act, and other applicable federal requirements.
  • Support cost control, earned value reporting, estimates at completion, and change proposal development.
  • Interface with the Vessel Construction Manager (VCM) as required.
  • Build and mentor program team members. Establish processes, tools, and lessons learned that strengthen program execution.

Required Qualifications

  • Bachelor's degree in Naval Architecture, Marine Engineering, Engineering, Business, or a related field.
  • 5+ years of experience in shipbuilding, ship repair, or defense program management, including 3+ years in a program or project leadership role.
  • Direct experience on U.S. Navy or other U.S. Government shipbuilding contracts.
  • Working knowledge of FAR/DFARS, subcontract management, and contract flowdowns.
  • Proven experience building and managing integrated master schedules in Primavera P6 or Microsoft Project.
  • Strong written and verbal communication skills, including briefing senior leadership and government customers.
  • U.S. citizenship required. [This position requires access to export-controlled information subject to ITAR.]

Preferred Qualifications

  • Master's degree in Engineering, Business Administration, or Program Management.
  • PMP or DAU Program Management certification.
  • Experience with Earned Value Management Systems (EIA-748).
  • Experience working with international design or shipbuilding partners, including Technical Assistance Agreements.
  • Familiarity with amphibious or auxiliary ship classes.
  • Korean language proficiency.
