Senior HR Operations Generalist (Maternity cover- 1 Year)

What's the role?

As an HR Operations Generalist based from Berlin, Germany you will join the EMEA People Enablement team that is part of our interconnected global People Enablement team, that further includes APAC and AMER operations, compliance & governance, and our HR PMO.

We operate in a regional support model, and you will be focused on Europe, Middle East and Africa, with particular focus on Germany, Finland, and the Netherlands where a majority of our employee populations reside. Germany will be a primary country in your support scope, and experience working with German employment practices will be of necessary.

As the front-line to our employees and People Leaders at HERE, our People Enablement team works closely with and provides key support to cross-functional HR teams like Business HR, Talent Acquisition, Total Rewards, Payroll, and Legal. You will use our myHR Help Desk (Oracle HCM) to support People Leader and employee inquiries, and business operational needs between our cross-functional teams.

You will collaborate with global business teams and People Leaders, provide insight and expertise related to core HR operations, and ensure the seamless execution of HR processes to support our employees and the organization within EMEA. ou may take on operational projects for our regional team and as well as HR advisory responsibilities, such as with employee investigations or performance improvement coaching. You will join a direct team of 10 people that is responsible for core HR operational support to 1700+ employees across 30 countries in EMEA. Our team is responsible for design and execution of our people processes, ensuring seamless delivery of operational tasks together with top-tier employee support.

Your core focus will be in delivering and execution of day-to-day operational responsibilities, in addition to focus on HR process documentation and process improvements. You will work closely with stakeholders through the organization to advise and collaborate with on people-related topics, including employment conditions, performance, and leave management.

Two projects are a primary focus for our team at this time: the change management and process development of a recently-implemented HRIS solution (OracleHCM), and our overall process optimization via automation and standard documentation. We are on a mission to optimize our operational processes to become proactive in supporting our employees and People Leaders, and to continue to put employee experience at top of mind in our service and support.

Responsibilities:

• Employee Life Cycle Management: Providing high-quality HR administrative support and service to ensure a positive, reliable employee experience (including onboarding, offboarding, absence & leave management, contract administration, etc.). Managing all input and adjustments of employee data in HR systems and for payroll processing. Establishing processes and automations to enhance operational efficiency and reliability in employee support requirements.
• Employee Benefits & Payroll Support: Managing benefits administration and payroll change processing for responsible countries, including pension, meal vouchers, insurances, car allowances, etc. Partnership with the global Total Rewards team and Payroll/Accounting team for timely and accurate processing.
• Policies: Facilitating deployment of global policies, and ensuring adherence to such polices within our People processes and administration.
• Compliance: Overall responsibility for country compliance with regards to local employment laws, with proactive research and planning to support changes in local requirements. Working together with internal teams, including Legal and Payroll/Accounting, to implement changes and improvements.
• Employee Relations & Employee Support: Executing on employee relations investigations and issuance of corrective actions. Facilitating and advising People Leaders on Performance Improvement Plans. Understanding and demonstration of legal regulations and practices related to employee conduct, performance and grievance resolution.
• Illness Management: Management of the local illness procedures and administration, and support to employees and People Leaders in long-term sick leave cases.
• Quality & Process improvements: Overall responsibility of ensuring HR processes and are defined, documented and adhered to, with a keen eye for attention to accuracy and timeliness. Proactively reviewing and improving processes for alignment, efficiency and cost-optimization.

Note: This role is a fixed-term contract for 1 year, as a maternity cover for one of our team members.

Who are you?

We are looking for someone who possesses solid HR foundation in Germany, demonstrating a strong understanding of HR principles, technology, and a keen enthusiasm for employee and manager support. This person is able to work independently in managing standard employment conditions and administration, and navigates easily in operational ambiguity to identify the right path forward for compliant and efficient execution.

• 5+ years of relevant experience in an HR shared services environment serving the EMEA region, with particular emphasis on HR operational support. Experience in supporting employees based in Germany. It is a bonus if you have also supported in at least one of the following: the Netherlands, Poland, Finland, Spain, and Italy.
• In-depth knowledge of EMEA HR operations, labor laws, and best practices for Germany including employment agreements, employment procedures, illness management, and employee relations.
• Passionate about delivering exceptional customer service, supporting employees’ on their journey, and being an advisor to managers in their role as a people leader. Proficient in Tier 0, 1, and 2 level HR support.
• Well-rounded proficiency in HR services, HRIS, policies, and processes, such as payroll administration, onboarding, and audit procedures.
• Structured way of working, with a rigorous and detailed oriented approach.
• Strong problem-solving skills, being curious and asking the right questions, have the ability to analyze situations, apply critical thinking, develop and implement a fitting solution to the problem.
• Comfortable navigating ambiguous situations and proactive in seeking information or support.
• Proficient with Excel, HRIS/HRM systems, and HR tech solutions (added plus if it isOracleHCM, Microsoft Copilot for HR, and/or Jira).
• Fluent in both English (C1) and German (C1), both written and verbal.
