H&H is seeking a Design-Build Project Controls Specialist to join our Design-Build / Alternative Delivery Group. This position will support multiple active and developing infrastructure assignments, including design-build procurement and contract development, multidisciplinary design coordination, execution-phase delivery, scheduling, estimating, financial administration, and project controls.

The successful candidate will be comfortable working across design, construction, procurement, commercial, financial, scheduling, and owner-facing functions in a collaborative alternative-delivery environment. The position is intended to expand project capacity by supporting routine and intermediate-level design-build delivery responsibilities while developing into a versatile alternative-delivery resource.

Responsibilities

Design-Build Procurement and Contract Development

  • Support the development of design-build RFQs, RFPs, contracts, technical provisions, exhibits, forms, and other procurement documents.
  • Coordinate technical, commercial, legal, scheduling, quality, and owner input into procurement and contract documents.
  • Assist with procurement schedules, proposer instructions, scope requirements, performance criteria, industry outreach, meetings, and proposal-review activities.
  • Review procurement and contract documents for consistency, completeness, and alignment among technical requirements, schedule, pricing, and contractual obligations.
  • Maintain concise records of comments, revisions, decisions, and unresolved issues throughout procurement and contract development.

Scheduling, Estimating, and Financial Support

  • Develop, update, review, and report on Critical Path Method (CPM) schedules, including design and construction sequence development and contractor schedule reviews.
  • Identify schedule logic, sequencing, progress, critical path, float, milestone, and delay concerns for senior review.
  • Prepare and support estimates for professional services, supplemental agreements, amendments, and other defined scopes.
  • Prepare invoices, track contract and financial performance, and support forecasting, planned-versus-actual analysis, and routine financial reporting.

Execution-Phase and Project Controls Support

  • Coordinate multidisciplinary design teams and support delivery of design-build requirements across engineering disciplines, specialty consultants, quality, construction, and other stakeholders.
  • Lead routine design coordination, track deliverables and decisions, facilitate meetings, and drive assigned actions through completion.
  • Coordinate design activities with schedule, cost, procurement, constructability, permitting, quality, and construction requirements.
  • Maintain project-controls information, including procurement, schedule, design, submittal, RFI, action-item, decision, milestone, and financial tracking.
  • Support execution-phase coordination among owners, designers, contractors, subcontractors, and other stakeholders and facilitate timely reviews and responses.
  • Identify scope gaps, conflicts, emerging risks, and inconsistencies across design, schedule, cost, procurement, and construction information and elevate significant matters as appropriate.

Requirements

  • Associate Design-Build Professional (Assoc. DBIA) certification, or ability to obtain the certification within twelve months of employment.
  • Bachelor's degree from a four-year program in engineering, construction management, architecture, or a related technical or construction-focused field.
  • Exposure to Critical Path Method (CPM) scheduling principles and CPM scheduling software, including Primavera P6 or another comparable platform.
  • Ability to work effectively in a collaborative design-build or other alternative-delivery environment.
  • Strong organizational, analytical, written communication, documentation, and follow-through skills.
  • Proficiency with Microsoft Excel, Word, Outlook, and standard business applications.
  • Ability to manage multiple assignments and changing priorities while recognizing when issues require escalation.

Preferred Qualifications

  • Exposure to construction or professional-services estimating.
  • Hands-on Primavera P6 experience is strongly preferred; comparable CPM scheduling experience may be considered.
  • One to five years of relevant experience in construction, scheduling, estimating, project controls, procurement, or project delivery.
  • Construction exposure through employment, internships, field assignments, estimating, scheduling, or construction coordination in civil, heavy civil, residential, commercial, transportation, rail, bridge, utility, or similar work.
  • Experience developing, updating, maintaining, or reviewing project schedules.
  • Experience with bridge, rail, transit, roadway, civil, heavy civil, or other infrastructure projects.
  • Experience supporting public-sector owners, transportation agencies, railroads, municipalities, or similar clients.
  • Experience with RFQ/RFP development, procurement documentation, design-build contracts, estimating, invoicing, forecasting, or project-performance tracking.

Benefits

Salary range - $110,000-140,000 annually. Salary commensurate with level of experience.
