Are you a strategic Learning & Development professional passionate about building skills-based organizations, leveraging AI in learning, and driving cultural transformation? We are looking for a Senior Learning & Development Specialist to join our team at the Central HQ in Bucharest.
In this role, you will act as an architect of continuous growth and a strategic partner to business leaders. You will lead group-wide initiatives, redefine performance management, and design scalable learning ecosystems that prepare our workforce for the future.
Key Responsibilities:
-Future Skills Framework & Learning Ecosystem: Act as the primary L&D architect, defining, scaling, and driving the transition to a skills-based organization. Build digital learning portfolios (prioritizing localized Romanian content) to support strategic upskilling, reskilling, and skill gap closure.
-Change & Cultural Transformation: Design and manage the end-to-end framework for organizational change and learning. Integrate modern technologies and AI tools into scalable learning systems that foster adaptability across the business.
- Leadership, Coaching & Organizational Culture: You'll shape and execute the strategy to grow our next generation of leaders. You will take full ownership, from design and rollout to evaluation and continuous improvement, of our local leadership programs, Holcim University initiatives, and coaching frameworks. Ultimately, your goal is to deeply embed these learning experiences into a high-performing culture that thrives on innovation and psychological safety.
- End-to-End Performance Management & Feedback Culture: Take full end-to-end ownership of the Performance Management process, from defining the overarching framework and designing the process, to ensuring the quality of its implementation. Proactively propose improvements to transform performance conversations into a strong culture of continuous feedback, recurrent development conversations, and long-term growth.
-L&D Governance, Analytics & Process Excellence: Design operational L&D workflows, ensure complete data accuracy and compliance for mandatory programs, and translate learning analytics into strategic, actionable business insights.
-Cross-Entity Collaboration: Provide expert L&D guidance and standardized operational processes across all legal entities within the Group, leading cross-functional projects.
What We Are Looking For
-Education: Bachelor’s Degree.
-Experience: Minimum 6 years of dedicated experience in Learning & Development roles.
-Strategic Partnership: Proven track record of designing high-impact L&D programs and partnering directly with senior managers and business leaders.
-Technical Expertise: Solid background in modern learning methodologies, LMS platforms (SAP SuccessFactors), AI applications in L&D, and Change Management.
-Analytical & Project Management Skills: Strong capability in project execution, L&D data analytics, and tracking core KPIs (e.g., skill gap closure, adoption rates, ROI).
-Languages: Advanced proficiency in English.

- Driving License: valid category B driver's license (flexibility to travel to different Holcim sites across Romania).
