LMS Administrator

ICF is seeking a technically focused Learning Management System (LMS) Administrator to support the administration, implementation, modernization, and strategic evolution of enterprise learning technologies. This role requires a balance of technical leadership, business process alignment, governance, and stakeholder engagement while ensuring compliance with complex federal and regulatory standards.

As an LMS Administrator, you will interface with internal staff to identify and document LMS and LMS content requirements by working with software developers, eLearning specialists, instructional designers, content creators, 508 compliance specialists, and end users.

Prior experience working in federally regulated environments and proximity to the DC-Maryland-Virginia (DMV) area with the ability to go onsite as needed is strongly preferred.

Key Responsibilities

• Propose and recommend training and eLearning solutions.
• Oversee eLearning course testing, uploading, troubleshooting LMS compatibility.
• Administer user accounts, roles, permissions, groups, and audience assignments within the LMS.
• Manage course catalogs, curricula, certifications, competencies, and learning assignments.
• Upload, publish, maintain, and retire SCORM, AICC, xAPI, and other eLearning content packages.
• Monitor LMS performance and troubleshoot learner access, completion tracking, enrollment, and reporting issues.
• Generate standard and ad hoc reports to support compliance tracking, training metrics, audits, and management decision making.
• Support learning data quality through regular audits, validation, reconciliation, and records management activities.
• Provide Tier 1 and Tier 2 user support, respond to help desk tickets, and develop user guidance and job aids.
• Coordinate LMS upgrades, patch testing, release management activities, and vendor communications.
• Ensure LMS configurations and content comply with Section 508 accessibility requirements, agency policies, and applicable federal regulations.
• Support integration and synchronization activities between the LMS and enterprise systems such as HR, identity management, and reporting platforms.

Basic Qualifications

• Bachelor's degree

• 3+ years of experience administering enterprise LMS platforms, including user management, course administration, reporting, and system configuration.

Additional Qualifications

• Experience supporting SCORM-, AICC-, or xAPI-compliant learning content.
• Experience creating and maintaining LMS reports, dashboards, and learning analytics

Preferred Qualifications

• Experience managing learner records, certifications, recurring training assignments, and compliance-based learning programs.
• Experience supporting LMS integrations with HRIS, Single Sign-On (SSO), identity management, or enterprise reporting solutions.
• Working knowledge of SCORM, xAPI, AICC, LTI, and related eLearning standards.(Suggested addition)
• Experience developing SQL queries, data extracts, dashboards, or advanced LMS reporting solutions.(Suggested addition)
• Experience supporting LMS help desk operations and end-user training.
• Knowledge of Section 508 accessibility requirements and testing tools for digital learning environments.
• Excellent communication, facilitation, and technical documentation skills.

• Experience with Totara LMS, Cornerstone, Moodle, or other enterprise learning platforms.
• Experience with reporting tools, analytics, and data-driven decision support for learning environments.
• Experience supporting federal workforce development, training operations, or learning technology ecosystems.
• Experience serving Federal clients, particularly FDA

• Experience working in consulting firm environments
