Overview

The role has primary responsibility for regional oversight and effective second-line challenge of the Transaction Monitoring (TM) framework across Asia. This includes TM governance, risk assessment, scenario effectiveness, systems implementation, optimisation, control enhancements, and strategic TM-related initiatives. As part of the broader regulatory controls mandate, the role will also provide second-line challenge of tax transparency requirements, including FATCA and CRS.

We are seeking an experienced FCC professional with at least 10 years of relevant experience to support the Asia Regional Compliance/FCC team. The successful candidate will bring strong TM expertise and a sound understanding of financial crime risk and applicable regulatory requirements in Singapore and across the region. Working knowledge of FATCA and CRS is required to provide effective oversight and challenge.

Key Responsibilities

  • Provide regional Compliance oversight of the Transaction Monitoring framework.
  • Support and participate in AML- and regulatory-related projects, including integrated KYC systems, post-transaction payment monitoring systems, and trade-based monitoring systems.
  • Review TM performance metrics, alert volumes, false-positive rates, and emerging typologies.
  • Challenge and support business and data-mapping activities to ensure that system configurations are complete and meet financial crime monitoring objectives.
  • Collaborate with business stakeholders on TM enhancements and transaction monitoring risk assessments (TMRAs).
  • Provide effective challenge and analytical support for the development, tuning, and optimisation of risk scenarios, parameters, and thresholds within financial crime detection logic.
  • Assess monitoring tools, provide advice, and support their implementation to ensure adequate coverage of regulatory red flags across all business activities; establish compensating manual controls where necessary.
  • Support Money Laundering Reporting Officers (MLROs) across Asia with project-related queries, incident management, and remediation activities.
  • Provide day-to-day advice on transactions escalated by the business and alerts escalated by central alert-handling teams, including feedback and training based on monitoring outcomes.
  • Advise on FATCA-, CRS-, and USW-related matters escalated by the business or the first line.
  • Oversee FATCA and CRS reporting governance and regulatory submissions.
  • Oversee the interpretation and implementation of FATCA, CRS, and USW regulatory requirements.
  • Review reports issued by the global FATCA, CRS, and USW second-line functions and ensure that issues raised are addressed by the first line.
  • Review and effectively challenge annual external FATCA, CRS, and USW reporting, internal risk assessments, key control testing, and product assessments.
  • Provide regional support to Wholesale Banking offices across Asia on FATCA, CRS, and USW matters.
  • Undertake other duties as required by the Head of FCC.

We are looking for (key competencies and qualifications)

  • Demonstrated experience in managing financial crime systems implementation projects and translating AML laws and regulations into system design and deployment requirements.
  • Strong experience in transaction monitoring, AML/CFT, and financial crime controls.
  • Sound understanding of FATCA and CRS regulatory requirements.
  • Strong analytical and risk assessment capabilities.
  • Strong understanding of MAS requirements and other relevant regulatory frameworks.
  • Ability to work independently and exercise sound judgement.
  • Excellent communication and stakeholder management skills, with the ability to build effective relationships across project teams, Technology, Operations, the business, and country MLROs.
  • Knowledge of Wholesale Banking products, particularly Trade Finance, would be an advantage.
  • ACAMS or ICA certification would be an advantage.
