Overview - Role

The Proposal Leader will support the Capture & Proposal Marketing function by leading proposal development activities, direct marketing initiatives, business development support, vendor management, and market research across the region comprising of business units based in Middle East and India. This role will work closely with Strategy and Business Development leaders to support major pursuits, strategic opportunities, and proposal submissions.

Key Responsibilities

  • Leads proposal activities for must-win pursuits from capture planning through post tender clarification and presentations.
  • Manages, develops and assembles proposal submissions including RFI’s, RFQ’s, RFP’s, SOQ’s and PQQ’s.
    • Manages large capture from opportunity stage to contract award.
    • Authors proposal sections including cover letters, executive summaries and section introductions.
    • Develops, produces and assembles marketing support materials (i.e., qualification packages, CVs, project descriptions, presentations, capability statements, template proposals, etc.).
    • Contributes to building a repository of proposal materials specific to regional needs.
    • Adheres to established proposal and knowledge management templates, quality standards and Jensen Hughes Brand guidelines.
    • Creates proposal templates and trains operations and technical staff on the proper use of those templates.
  • Leads internal approval process with executive leadership including scheduling, leading kick off, go no go and review meetings, preparing internal approval presentations and leading executive review calls.
  • Works with commercial operations, business development and technical teams to lead specific marketing activities and other initiatives as needed.
  • Prepares business development and proposal interview presentations.
  • Supports marketing campaign and collateral development and execution.
  • Develops, maintains, and enhances a repository of proposal content, templates, credentials, and marketing collateral tailored to regional business needs.
  • Manages the ongoing maintenance and accuracy of marketing databases, including project descriptions, staff resumes, qualification statements, and other shared knowledge resources used by the proposal team.
  • Collaborates with Marketing and Business Development teams to align proposal strategies and deliverables with business objectives, target markets, and client requirements.
  • Supports regional business growth initiatives through market intelligence, competitor analysis, and strategic pursuit planning.
  • Ensures all proposal submissions meet Jensen Hughes’ quality standards, branding requirements, and client expectations.

Requirements and Qualifications  

  • Bachelor’s degree or equivalent qualification with 10+ years of experience in proposal, bid, or pursuit management within complex project environments.
  • Proven experience leading and mentoring proposal teams, with strong quality control, proofreading, and document review capabilities.
  • Prior experience within an Architecture, Engineering, and Construction (AEC) organization or a related professional services environment.
  • Demonstrated success in managing proposals across sectors such as healthcare, education, government, commercial, aviation, transportation, industrial, or infrastructure markets.
  • Prior experience leading large capture proposals/major pursuits is required.
  • Prior experience authoring proposal sections is required.
  • Advanced proficiency in Adobe Creative Suite, CRM platforms, and Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, Teams, and Planner.
  • Strong understanding of business development, capture planning, marketing, and proposal management processes within a professional services environment.
  • Experience managing technical authors and proposal documentation to ensure compliance with client requirements and meet submission deadlines, including deliverables checklists and proposal outlines.
  • Experience facilitating proposal strategy workshops, and interim technical and commercial reviews.
  • Excellent written and verbal communication skills, with the ability to develop compelling proposals, presentations, reports, and client-facing documentation.
  • Exceptional attention to detail, quality control review and proofreading skills required.
  • Highly organized and proactive professional with strong problem-solving, analytical, and project management skills, capable of managing multiple concurrent pursuits while working independently and collaboratively within multidisciplinary teams.
