This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Product Operations & Governance Manager based in Brazil.

This senior product operations role provides enterprise-level governance across complex product portfolios, strategic suppliers, lifecycle transitions, and modernization initiatives.

You will connect product, engineering, quality, architecture, support, operations, finance, procurement, legal, sales, and program teams to maintain a clear enterprise view.

The role focuses on integrating plans, dependencies, risks, milestones, decisions, commitments, and acceptance evidence without taking over day-to-day project execution.

You will play a key role in governing modernization, migration, sustaining, deployment, and end-of-life initiatives with significant operational and customer impact.

Success requires strong systems thinking, executive communication, supplier governance, and the ability to influence senior stakeholders without direct authority.

You will also identify recurring execution challenges and translate them into measurable improvements to governance frameworks, controls, KPIs, and operating cadences.

This is an opportunity to shape how complex global technical programs are governed while working across distributed teams, platforms, and business functions.

Accountabilities:

    • Integrate and challenge plans, status updates, risks, dependencies, decisions, and commitments produced by subcontractor project managers and accountable internal teams, maintaining the enterprise plan of record and leadership view.
    • Serve as the enterprise governance interface for subcontractor program and project managers, reviewing supplier performance, risks, obligations, milestones, acceptance evidence, changes, and forecasts.
    • Support statements of work, supplier updates, and negotiations in collaboration with Procurement, Finance, Legal, Engineering, and Product stakeholders.
    • Embed modernization and migration activities into standard lifecycle and portfolio governance, coordinating readiness, dependencies, decisions, risks, and cross-functional planning while accountable teams retain execution ownership.
    • Provide portfolio-level governance across assigned product platforms, integrating sustaining work, defects, obsolescence, supportability, customer commitments, modernization, migration, and end-of-life/end-of-support activities.
    • Coordinate evidence-based readiness through INIT, CAP, Release, and EOL stages, integrating scope, schedules, effort, assumptions, and dependencies into approved baselines.
    • Ensure material changes are visible, assessed, approved, and traceable throughout the lifecycle.
    • Maintain an enterprise-wide view of risks, issues, dependencies, and decisions, escalating early with clear business impact, options, recommendations, owners, and required decision dates.
    • Help ensure Jira, Jama, SPM, Confluence/SharePoint, Power BI, and relevant ERP/CRM records provide a reliable execution picture, partnering with system owners to address discrepancies.
    • Identify recurring execution problems and translate them into measurable improvements across templates, governance cadences, controls, KPIs, and cross-functional handoffs.
    • Recommend governance framework changes through appropriate portfolio governance channels and drive adoption across assigned programs.
    • Requirements:

      • Typically 10+ years of progressively responsible experience in product operations, technical program management, supplier governance, portfolio execution, or a comparable cross-functional leadership role; equivalent demonstrated experience may substitute for a specific degree path.
      • Demonstrated ownership of complex technical programs involving multiple functions, geographies, platforms, or customer deployments.
      • Direct experience developing or governing statements of work, deliverables, milestones, acceptance criteria, change controls, negotiations, and supplier performance.
      • Proven experience leading modernization, migration, deployment, lifecycle transition, sustaining, or EOL/EOS programs with meaningful operational or customer impact.
      • Strong command of integrated planning, baseline and change control, dependency management, risk governance, decision traceability, and executive reporting.
      • Ability to constructively challenge incomplete or inconsistent inputs, influence without direct authority, and establish accountability across senior functional stakeholders.
      • Professional fluency in English, with the ability to communicate effectively with global executives, suppliers, and contractual stakeholders.
      • Comfortable collaborating across India, Europe, the Americas, and other international time zones as required.
      • Experience in telecommunications, satellite communications, aerospace/defense, networking, SaaS, or another complex technical-product environment is preferred.
      • Experience working with globally distributed engineering and supplier teams, including teams across India or Brazil, is an advantage.
      • Working knowledge of Agile, SAFe, waterfall, and hybrid delivery methodologies, with sound judgment in applying governance controls appropriate to different types of work.
      • Familiarity with Jira, Jama, SPM or comparable product-data platforms, Confluence/SharePoint, Power BI, ERP/CRM systems, and structured requirements traceability is preferred.
      • Experience improving governance frameworks, KPI definitions, operating cadences, or cross-program execution models at scale is an advantage.
