This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager III, Adversary Strategy based in the United States.
This role leads strategic and operational program management within an adversary-focused cybersecurity organization.
You will coordinate complex, cross-functional initiatives from planning and scoping through execution and delivery.
The position combines portfolio ownership, process improvement, change management, and senior-level communication.
You will work closely with technical teams and leadership to clarify outcomes, manage dependencies, and resolve critical issues.
Success requires someone who can bring structure to ambiguity while enabling teams rather than dictating how they work.

Accountabilities:
- Lead program management activities for the Office of Adversary Strategy, facilitating strategic and operational processes while helping translate priorities into measurable execution plans.
- Plan and drive tactical execution of complex projects and deliverables, incorporating change management throughout the project lifecycle and ensuring milestones remain aligned with strategic priorities.
- Own or support programs and portfolios of products, features, and initiatives, including requirements definition, scope management, milestone planning, scheduling, and delivery tracking.
- Help teams clarify business needs, establish measurable outcomes, define success metrics, and maintain visibility into progress and performance.
- Coordinate across technical and business functions to identify dependencies, reduce organizational silos, strengthen collaboration, and improve productivity.
- Monitor project schedules, priorities, risks, blockers, and critical issues, ensuring problems are actively managed through resolution and escalated when appropriate.
- Communicate program status, risks, milestones, and delivery expectations clearly to team members, senior stakeholders, and leadership.
- Manage senior-level program communications and reporting, providing concise and structured updates that support timely decision-making.
- Identify opportunities to improve processes, operating models, and project management practices, and implement operational strategies that increase efficiency and predictability.
- Apply appropriate project management methodologies and best practices across initiatives, supporting Agile/Scrum environments and scaled approaches where relevant.
- Coach and enable team members by providing guidance, context, and proven practices while empowering technical teams to determine the best implementation approach.
- Proactively use AI technologies and generative AI tools to enhance decision-making, streamline workflows, improve operational efficiency, and drive stronger business outcomes.
- 8+ years of experience in program or project management, with a proven ability to manage complex initiatives and deliver results in fast-paced environments.
- Strong proficiency with Jira, including querying, ticket creation, board creation, and board facilitation.
- Demonstrated experience with Software Development Lifecycle processes and project management methodologies, particularly Agile and Scrum; familiarity with Scaled Agile Framework approaches is a plus.
- Experience owning programs or portfolios involving products, features, or technical initiatives, including requirements scoping, milestone planning, prioritization, and ongoing support for technical teams.
- Strong coaching and problem-solving abilities, with a track record of addressing persistent obstacles proactively and helping teams move through challenges rather than avoiding them.
- Excellent written and verbal communication skills, with the ability to communicate effectively with technical teams, business stakeholders, and senior leadership.
- Comfortable working in consensus-driven environments where transparency, open communication, collaboration, and shared decision-making are essential.
- Proven ability to work professionally and effectively with cross-functional teams across multiple divisions, functions, and geographic locations.
- Meticulous attention to detail, strong organizational skills, sound judgment, and the ability to make logical and timely decisions.
- Demonstrated initiative and independence, particularly when working within small teams where individuals are expected to proactively drive outcomes.
- Ability to learn quickly, adapt to changing priorities, and operate effectively in environments where processes and requirements may evolve rapidly.
- Comfortable working with ambiguity and limited information, with the ability to create clarity, evaluate options, and develop practical solutions.
- Proven experience applying AI technologies to improve decision-making, automate or streamline workflows, increase efficiency, and support business outcomes.
- Experience with cybersecurity, particularly knowledge of nation-state or criminal threat actors, attack methodologies, and cybersecurity responses, is a strong advantage.
- Experience with Kanban, Scrum, Scaled Agile, business transformation, process implementation, data science, or machine learning is beneficial.
- Familiarity with generative AI tools such as ChatGPT, Claude, Gemini, or comparable solutions is a plus.
- Base salary range of $120,000-$180,000 per year, depending on experience, skills, certifications, job level, supervisory responsibilities, and location.
