Senior Behavioral Health Program Manager

This is a senior leadership opportunity focused on advancing behavioral health and rural healthcare initiatives across New England. The role provides strategic oversight of grant-funded programs, with a primary focus on rural opioid and substance use disorder support. You will serve as a behavioral health subject matter expert while providing technical assistance, workforce development, and community engagement. The position combines program management, staff leadership, grant compliance, stakeholder coordination, and external representation. You will work closely with rural healthcare organizations and community partners to strengthen access to behavioral health resources. This fully remote role offers meaningful regional impact while requiring regular travel throughout the six New England states.

Accountabilities:

• Provide strategic direction and comprehensive program management for the Rural Opioid Technical Assistance Center and other assigned rural health initiatives.
• Deliver behavioral health and substance use disorder technical assistance to rural healthcare organizations and community partners.
• Serve as a subject matter expert in behavioral health, substance use disorder, and opioid use disorder, contributing to the development of training programs, educational resources, and technical materials.
• Coordinate with grant partners, regional stakeholders, and advisory committees to ensure program plans, milestones, and deliverables remain on track.
• Oversee grant and contract administration, including progress reports, data collection, documentation, compliance requirements, and grant proposal development.
• Design and manage community-based internship and clerkship programs supporting workforce development initiatives.
• Directly supervise, mentor, and evaluate program staff, coordinators, and interns while fostering a collaborative and high-performing team environment.
• Allocate resources and delegate responsibilities effectively to ensure programs are delivered on time and within budget.
• Develop recruitment strategies to engage rural critical access hospitals, rural health clinics, Federally Qualified Health Centers, community mental health centers, and other participating organizations.
• Build relationships across rural communities in New England, with particular attention to underserved and vulnerable populations.
• Engage with executive leaders at rural healthcare organizations to communicate program objectives, opportunities, and resources.
• Lead program events and contribute specialized behavioral health content to regional conferences and other professional gatherings.
• Develop and execute outreach and communications strategies, including newsletters, training resources, promotional initiatives, and digital campaigns.
• Monitor program performance, evaluate outcomes, identify opportunities for improvement, and prepare required reports for funding partners.
• Perform other responsibilities as assigned by organizational leadership.

Requirements:

• Master’s degree in Clinical Behavioral Health, Public Health, or a related field.
• At least 5 years of progressively responsible experience managing grant-funded programs, including a minimum of 2 years supervising and mentoring clinical or program staff.
• Extensive experience integrating clinical and community-based wraparound services to address social determinants of health, particularly within rural communities.
• Strong understanding of behavioral health and substance use disorder, with the ability to provide credible technical guidance to healthcare and community organizations.
• Experience managing grants or contracts, including compliance, reporting, budgeting, expense tracking, and financial monitoring.
• Strong organizational skills and exceptional attention to detail, with the ability to manage multiple programs, priorities, and deadlines.
• Excellent written, verbal, interpersonal, and stakeholder communication skills.
• Proficiency with Microsoft Office applications such as Word, Excel, PowerPoint, and Project, as well as cloud-based document management and collaboration tools such as Google Workspace and OneDrive.
• Familiarity with project management methodologies, software, and best practices.
• Demonstrated ability to work effectively, independently, and collaboratively in a fully remote or virtual environment.
• Clinical behavioral health licensure, such as Licensed Clinical Professional Counselor or Licensed Clinical Social Worker, is highly desirable.
• Experience living or working in rural communities and familiarity with rural healthcare policy and networks are strongly preferred.
• Experience collaborating with local community partners such as housing, transportation, food assistance, and public safety organizations is desirable.
• Candidates living in New England with direct knowledge of the region are preferred.
• Ability to travel regularly throughout the six New England states and occasionally nationally.

Benefits:

• Salary of $75,000-$85,000 per year, commensurate with qualifications and experience.
