SFM/Regional Engineering Manager - Portfolio & Facilities Management
Position Overview
Technical expert and operational coordinator responsible for daily hard and soft services management across 20-30 locations, while providing engineering expertise and best practice leadership across the broader portfolio. Individual contributor role with influence through technical authority rather than direct reports.
Key Responsibilities
Daily Operations Management (20-30 Locations)
Coordinates and oversees daily hard services operations including HVAC, electrical, plumbing, life safety systems, building automation, and structural maintenance across assigned locations. Manages soft services delivery including janitorial, landscaping, pest control, waste management, and reception services ensuring service level agreements are met.
Serves as primary point of contact for building-related issues, coordinating responses between site teams, vendors, and service providers. Monitors work order systems and ensure timely completion of preventive maintenance schedules and reactive repairs. Conducts regular site inspections across assigned locations to assess conditions, identify deficiencies, and verify service quality.
Manages vendor relationships and contractor performance for both hard and soft services across assigned portfolio. Reviews and approves invoices, tracks spending against budgets, and identifies cost optimization opportunities. Coordinates emergency response protocols and ensures business continuity during critical system failures or service disruptions.
Technical Expertise & Best Practice Leadership (Portfolio-Wide)
Leads team discussions and technical forums across the broader portfolio, sharing knowledge and driving consistency in engineering approaches. Provides expert guidance on complex building system issues, equipment specifications, and maintenance strategies to colleagues managing other locations.
Ensures JLL engineering best practices are understood, adopted, and consistently applied across all portfolio operations. Develops and delivers technical training content, standard operating procedures, and troubleshooting guides for engineering teams. Reviews and validates technical approaches for capital projects, major repairs, and system upgrades throughout the portfolio.
Conducts technical assessments and condition surveys to support capital planning and lifecycle management decisions. Identifies opportunities to standardize equipment specifications, maintenance approaches, and service delivery models across multiple sites. Participates in regional engineering initiatives, contributing technical expertise to continuous improvement projects.
Serves as subject matter expert for building systems, regulatory compliance, energy management, and sustainability initiatives. Mentors less experienced engineers through informal coaching and knowledge sharing rather than formal supervisory relationships.
Stakeholder Coordination & Communication
Interfaces with property managers, client representatives, and tenant contacts at assigned locations to address operational needs and service concerns. Provides technical explanations and recommendations to non-technical stakeholders in clear, actionable terms.
Prepares operational reports, performance dashboards, and technical documentation for regional leadership review. Participates in client meetings and site walkthroughs, representing JLL's engineering capability and service quality. Coordinates between multiple service providers to ensure integrated service delivery and seamless operations.
Escalates complex issues, policy questions, or decisions requiring senior approval to regional engineering leadership. Collaborates with peer engineers and facilities managers across the portfolio to share insights and solve common challenges.
Budget & Compliance Management
Manages operating budgets for hard and soft services across assigned locations, tracking expenses and investigating variances. Provides budget input and cost forecasting to support regional financial planning. Identifies cost reduction opportunities while maintaining service standards and asset integrity.
Ensures regulatory compliance with building codes, fire safety regulations, environmental standards, and occupational health and safety requirements. Maintains required documentation, permits, and inspection records for all assigned locations. Coordinates compliance audits and implements corrective actions as needed.
Monitors energy consumption and utility costs, identifying efficiency opportunities and implementing basic optimization measures. Supports sustainability reporting and environmental program implementation at assigned sites.
Required Qualifications
Education: Engineering degree (Mechanical, Electrical, Building Services) or equivalent technical qualification; relevant professional certifications preferred
Experience:
- 7-10 years facilities/building engineering experience in Office and Retail environments
- Multi-site operational coordination experience
- Demonstrated technical expertise across building systems
- Experience mentoring or training others (formal or informal)
- Hard and soft services management background
Technical Skills:
- Deep technical knowledge of building systems (HVAC, electrical, plumbing, life safety, BMS)
- Strong understanding of maintenance strategies and asset management principles
- Proficiency with CMMS, BMS platforms, and facilities management software
- Knowledge of building codes, safety regulations, and compliance requirements
- Energy management and sustainability best practices
- Vendor management and contract administration
