About the Company

Our client is an established civil construction organization with a strong presence in water, wastewater, and infrastructure construction. The company delivers complex public works and infrastructure projects with a focus on quality, safety, regulatory compliance, and long-term client relationships.

As the Civil Division continues to grow, the company is seeking an experienced Project Manager with a background in water and wastewater treatment construction to lead projects from preconstruction through completion.

About the Position

The Project Manager will be responsible for the successful planning, coordination, and execution of water and wastewater infrastructure projects. This role will work closely with the Vice President of the Civil Division and serve as a key connection between field operations, engineering teams, owners, subcontractors, inspectors, and other project stakeholders.

Projects may include:

  • Water and wastewater treatment plants
  • Pump stations
  • Pipelines and utility infrastructure
  • Tanks and clarifiers
  • Filtration systems
  • Chemical feed facilities
  • Associated civil, structural, mechanical, and electrical systems

Key Responsibilities

Project Management

  • Lead the end-to-end delivery of water and wastewater treatment projects.
  • Coordinate civil, mechanical, and electrical scopes to maintain efficient construction workflows.
  • Manage project schedules, milestones, budgets, and cost controls.
  • Conduct regular job site visits and monitor construction quality, safety, productivity, and progress.
  • Collaborate with engineers, owners, subcontractors, inspectors, and other project stakeholders throughout the project lifecycle.
  • Identify potential project issues and develop solutions to minimize impacts to schedule, cost, and scope.

Regulatory & Compliance Oversight

  • Ensure projects comply with applicable environmental, public health, safety, and regulatory requirements.
  • Work within requirements established by agencies such as the EPA, OSHA, SWRCB, and municipal authorities.
  • Understand project-specific requirements related to NPDES permits, confined-space entry, trench safety, and process containment.
  • Support implementation of project QA/QC procedures and documentation requirements.

Client & Stakeholder Engagement

  • Serve as a primary point of contact for owners, municipalities, utilities, consultants, and other stakeholders.
  • Represent the company during preconstruction meetings, OAC meetings, progress meetings, and commissioning coordination.
  • Communicate project status, challenges, changes, and solutions effectively.
  • Address field conditions and change events while working to protect project scope, schedule, and profitability.

Reporting & Documentation

  • Maintain accurate project documentation, including submittals, RFIs, meeting minutes, schedules, progress photos, and related records.
  • Prepare change orders, pay applications, as-built documentation, and other project deliverables.
  • Track project performance, cost data, and key metrics through closeout.
  • Contribute to post-project evaluations and continuous improvement initiatives.

Requirements

The ideal candidate will bring a strong background in water and wastewater infrastructure construction along with proven project management capabilities.

Required Qualifications:

  • 5+ years of experience managing water and/or wastewater infrastructure construction projects.
  • Strong understanding of water and wastewater treatment processes, piping systems, concrete structures, and heavy equipment planning.
  • Experience with public works bidding practices and compliance documentation.
  • Proficiency with estimating and project management software such as HCSS, HeavyBid, MS Project, or similar platforms.
  • Ability to read and interpret civil construction drawings, grading plans, utility diagrams, specifications, and related project documents.
  • Strong organizational, leadership, problem-solving, and communication skills.
  • Ability to effectively coordinate multiple project stakeholders and manage competing priorities.
  • Bachelor's degree in Construction Management, Civil Engineering, or a related field is preferred.
  • Familiarity with DOT, municipal, or other infrastructure contracts is a plus.

Preferred Qualifications:

  • Experience with both Design-Bid-Build and Design-Build delivery models.
  • Familiarity with SWPPP requirements, confined-space entry programs, and QA/QC procedures for water and wastewater treatment systems.
  • California Professional Engineer (P.E.) license, or the ability to obtain one, is a plus.
