Leidos is an American technology and engineering services company created in 2013 when Science Applications International Corporation split in two, with Leidos taking the technical services and solutions business. It is one of the largest suppliers to the United States government, working across defence programmes, intelligence systems, civil agencies including the Federal Aviation Administration, and healthcare services for the Department of Veterans Affairs. Headquartered in Reston, Virginia, the company also builds security detection products for airports and borders, and has concentrated recent investment on trusted artificial intelligence and autonomy for mission environments.

Leidos is seeking a highly qualified Agile Lead to provide team leadership, Agile execution oversight, and process coordination in support of United States Air Force Defensive Cyber Operations (DCO) capability development.

The Agile Lead will manage and guide a team of 10 Scrum Masters supporting multiple cross-functional engineering, software development, cybersecurity, and technical integration teams. This position is responsible for establishing consistent Agile execution practices, improving delivery predictability, and ensuring development teams remain aligned with government priorities, program objectives, and established delivery commitments.

The successful candidate will possess a strong understanding of Agile methodologies, practical experience supporting complex technical development environments, and demonstrated ability to lead personnel while coordinating across government and contractor organizations. This is a hands-on leadership position requiring the ability to balance team management, Agile execution, stakeholder engagement, and continuous improvement without introducing unnecessary administrative overhead or process complexity.

Primary Tasks:

  • Lead, manage, mentor, and provide daily execution oversight for a team of 8 Scrum Masters and Release Train Engineers supporting Air Force DCO development activities.
  • Establish clear roles, responsibilities, performance expectations, and accountability standards across the Scrum Masters and Release Train Engineers.
  • Ensure Scrum Masters and Release Train Engineers support assigned development teams through effective facilitation, impediment resolution, backlog readiness coordination, and execution tracking.
  • Assess personnel workload, team assignments, and support capacity to align Scrum Master and Release Train Engineer resources with program priorities.
  • Conduct regular team engagements, performance assessments, and professional development activities; identify cross-training opportunities.
  • Coordinate Agile execution across development teams in alignment with government priorities, milestones, and capability objectives.
  • Lead Scrum Master preparation and support for Program Increment (PI) planning, sprint planning, backlog refinement, sprint reviews, retrospectives, and other established ceremonies.
  • Ensure planning events are supported by refined work, understood dependencies, identified risks, and realistic commitments.
  • Support integrated PI objectives, team capacity assessments, execution commitments, and delivery forecasts.
  • Coordinate with Release Train Engineers (RTEs), Product Owners, Technical Leads, and engineering leadership to resolve cross-team dependencies.
  • Monitor sprint and PI performance; support PI closeout, incomplete-work reconciliation, lessons learned, and preparation for subsequent increments.
  • Oversee Scrum Master responsibilities for Jira work management, ticket accuracy, sprint tracking, and backlog organization.
  • Set expectations for Jira hygiene, including work status, ownership, acceptance criteria, dependencies, estimated completion dates, and progress updates.
  • Coordinate with Product Owners and engineering leads to correct outdated or inconsistent execution information.
  • Support dashboards and reports showing sprint and PI progress, planned versus completed work, throughput, cycle time, impediments, and capacity where applicable.
  • Identify discrepancies between reported progress and actual execution and coordinate corrective actions.
  • Serve as the primary coordination point for the Scrum Master organization with government leadership, RTEs, Product Owners, engineering teams, and contractors.
  • Facilitate collaboration across software development, cybersecurity, infrastructure, systems engineering, testing, and integration teams.
  • Assess the impact of evolving priorities on capacity, sprint commitments, and delivery timelines.
  • Elevate significant impediments and resource constraints through established leadership channels.
  • Support government execution reviews with accurate information on commitments, performance, risks, and dependencies.
  • Maintain clear boundaries between Agile facilitation, product prioritization authority, and technical engineering decisions.
  • Monitor team health and performance to identify delivery risks, recurring impediments, and potential impacts to capability delivery.
  • Establish consistent tracking, escalation, and resolution of impediments extending beyond individual teams.
  • Evaluate capacity, workload, and competing priorities to support realistic commitments.
  • Coordinate dependency resolution with RTEs, Product Owners, and technical leadership.
  • Reinforce active impediment resolution, accountability for agreed actions, and timely communication of execution concerns.
  • Assess Agile effectiveness and identify targeted coaching, training, and process improvements.
  • Set consistent Scrum Master performance expectations for facilitation, engagement, impediment management, and execution visibility.
  • Partner with Agile Coaches to strengthen team-level adoption and execution discipline.
  • Support integration of Agile planning with integrated schedules, capability roadmaps, and engineering milestones.
  • Recommend practical improvements to Agile support effectiveness across DCO development.

Basic Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Management, Project Management, or a related discipline, with 12+ or more years of relevant professional experience; equivalent experience may be considered in lieu of a degree.
  • At least 6 years of experience leading Scrum Masters, Agile practitioners, or cross-functional technical teams.
  • Experience supporting Agile software development, systems engineering, cybersecurity, or comparable technical environments.
  • Working knowledge of Scrum, Kanban, Agile planning, iterative development, and continuous improvement.
  • Experience coordinating sprint ceremonies, backlog refinement, and PI planning across multiple teams.
  • Strong Jira and Confluence skills, including boards, workflows, dashboards, and reporting.
  • Ability to assess team capacity, dependencies, performance, and impediments.
  • Demonstrated personnel leadership, communication, and government/technical stakeholder engagement skills.
  • Active Secret security clearance with ability to obtain and maintain TS/SCI within 90 days.
