Program Manager (NASA)

Leidos has a contingent opening for a Program Manager (PM) supporting the Exploration, Environment & Earth Intelligence Division within Leidos. This position will execute and implement strategy, support services and overall contractor activities and deliverables to NASA and/or space industry commercial customers. The PM serves as the primary point of contact for the customer and provides technical supervision, and manages contractor personnel assigned to the program. The PM is responsible for assessing the market for new and innovative projects and professional services, and in partnership with business development, supports activities for on-contract growth and new business opportunities. The ideal candidate will live near a NASA center.

Primary Responsibilities:

• Serving as the single point of accountability for overall contract performance, managing scope, cost, schedule, staffing, and technical quality.
• Primary point of contact for the customer (e.g., Contracting Officer (CO), Contracting Officer's Representative (COR), and customer technical leadership, commercial client)
• Building strong relationships with customers ensuring complete customer satisfaction
• Planning, organizing and managing multiple teams led by experienced technical leads to meet contract requirements across various projects.
• Working with task and functional leaders, other companies and support personnel to execute contract plans
• Generates forecasts for budget, labor resources, equipment, and supplies based on team and contract needs.
• Perform contract management tasks to meet quality, safety, OCI, property management, and information/IT security obligations defined per contract provisions.
• Ensuring that the program is optimally staffed with the appropriate levels of skills
• Overseeing multi-function project teams responsible for technical deliverables of the contract.
• Managing subcontractor and teaming partner performance where applicable.
• Communicating program status to customer per contact requirements and to Leidos Division Manager.
• Support proposal, recompete, and business-growth activities, including identification of adjacent mission work and positioning for follow-on task orders.
• Mentoring and developing employees for future career growth opportunities.

Required Education and Experience:

• Bachelor's degree in engineering, computer science, or related field and 10+ years technical and/or supervisory/management experience leading teams and projects supporting space research, missions, or programs, or a Master’s degree and 8+ years' relevant experience.
• Minimum of 4 years’ program management experience in a technical program, contract or large multi-faceted task order with an annual value of $10M+.
• Experience with different contract types, such as FFP.
• Experience in financial management, performance management, business management, process management, resource management, risk assessment and risk management processes and procedures, and change management
• Experience overseeing multi-function project teams in a matrixed organization
• Experience in business development processes.
• Excellent oral and written communications skills and experience interacting with and presenting to individuals at all levels including executive level
• Interpersonal skills including mentoring, coaching, collaborating, and team building
• Analytical, planning, and organizational skills with an ability to manage competing demands

Desired Skills:

• Previous NASA or space industry experience
• Proven ability to build and lead alliances and partnerships with other companies to accomplish customer objectives
• Project Management Professional Certification (PMP) or Program Management Professional Certification (PgMP)
• Experience supporting AS9100 or equivalent quality management systems.
• Knowledge and understanding of business needs with the ability to establish/maintain high level of customer trust and confidence
• Creative approach to problem-solving
• Ability to focus on details while maintaining a broader perspective

Must be able to obtain a Public Trust Clearance; due to contract requirements, U.S. Citizenship or U.S. Permanent residency is required.
