Leidos is an American technology and engineering services company created in 2013 when Science Applications International Corporation split in two, with Leidos taking the technical services and solutions business. It is one of the largest suppliers to the United States government, working across defence programmes, intelligence systems, civil agencies including the Federal Aviation Administration, and healthcare services for the Department of Veterans Affairs. Headquartered in Reston, Virginia, the company also builds security detection products for airports and borders, and has concentrated recent investment on trusted artificial intelligence and autonomy for mission environments.

The Health & Services Sector at Leidos is seeking an experienced Technical Lead / Solution Architect to support the Department of Homeland Security (DHS) Electronic Health Record (EHR) Modernization program for U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP).

Reporting directly to the Program Manager, the Technical Lead / Solution Architect will serve as the program's primary technical leader, responsible for the overall technical solution, architecture, systems integration, and coordination of engineering activities necessary to successfully implement and deploy an enterprise Oracle Health EHR solution. This individual will work closely with Government stakeholders, Oracle Health, subcontractors, and Leidos engineering and functional teams to translate mission requirements into integrated technical solutions, manage technical dependencies, resolve complex engineering challenges, and ensure technical readiness for deployment and sustainment.

The successful candidate will combine deep technical expertise in enterprise EHR implementations with demonstrated experience leading complex technical efforts, coordinating multidisciplinary engineering teams, and driving solutions from design through implementation. This role requires a proactive, hands-on technical leader who can establish technical direction, anticipate challenges, drive technical decisions, and ensure engineering activities remain aligned with program priorities, contractual requirements, and delivery milestones.

Primary Responsibilities

  • Serve as the program's primary technical lead, reporting to the Program Manager and coordinating technical matters with Government stakeholders, Oracle Health, subcontractors, and implementation partners.
  • Lead the development, integration, and implementation of the overall EHR technical solution, ensuring alignment with contractual requirements, customer objectives, and program milestones.
  • Establish and maintain the end-to-end technical architecture, including applications, infrastructure, hosting, cybersecurity, interfaces, interoperability, data integration, and supporting technologies.
  • Translate customer mission needs and functional requirements into technical requirements, architecture decisions, engineering plans, and implementation activities.
  • Provide technical leadership and coordination across systems engineering, cloud infrastructure, cybersecurity, DevOps, integration, testing, deployment, and technical operations.
  • Develop and maintain technical implementation plans, engineering dependencies, technical deliverables, and milestones in coordination with the Program Manager and project teams.
  • Lead technical design reviews, architecture assessments, integration planning, and technical readiness evaluations.
  • Coordinate closely with Oracle Health and other technology vendors to ensure technical solutions, interfaces, infrastructure, and deliverables meet program requirements.
  • Identify, assess, and proactively manage technical risks, issues, dependencies, and constraints; develop mitigation strategies and drive resolution.
  • Provide technical oversight of system integration, interoperability, interface development, data conversion, testing, performance validation, and deployment readiness.
  • Coordinate cybersecurity engineering and authorization activities to ensure the technical solution meets applicable DHS security and compliance requirements.
  • Guide DevSecOps and automation approaches, including CI/CD, infrastructure-as-code, configuration management, and release management, in coordination with the DevOps Engineer and other technical teams.
  • Ensure technical design and implementation activities support operational requirements, scalability, reliability, maintainability, and transition to sustainment.
  • Provide technical oversight of Artificial Intelligence (AI) and machine learning-related capabilities, including integration, security, governance, and performance considerations.
  • Support technical change management, including assessment of solution alternatives and impacts to scope, schedule, cost, performance, and security.
  • Develop and maintain technical documentation, architecture artifacts, interface specifications, and engineering decision records.
  • Provide technical status reporting, recommendations, and decision support to Government and Leidos leadership.
  • Collaborate with the Program Manager and functional leads to ensure technical execution supports clinical workflows, operational readiness, and successful EHR deployment.

Basic Qualifications

  • Bachelor's degree in Computer Science, Engineering, Information Systems, Information Technology, or a related technical discipline with 17+ years of relevant experience, or a master's degree with 15+ years of relevant experience. Additional relevant experience may be considered in lieu of a degree in accordance with Leidos equivalency guidelines.
  • Demonstrated experience with Oracle Health/Cerner EHR solutions, including architecture, implementation, integration, deployment, or sustainment.
  • Demonstrated experience providing technical leadership for enterprise EHR implementations or modernization programs.
  • Experience serving as a Technical Lead, Lead Solution Architect, Chief Engineer, Systems Architect, or comparable senior technical role on a complex enterprise IT program.
  • Experience designing and implementing enterprise architectures spanning applications, infrastructure, cloud hosting, interfaces, cybersecurity, and data integration.
  • Experience leading technical workstreams and coordinating multidisciplinary engineering teams across complex implementation efforts.
  • Experience with systems engineering practices, including requirements analysis, architecture development, system design, integration, verification, validation, and configuration management.
  • Experience with cloud-based architectures and enterprise hosting environments, including Amazon Web Services (AWS), Microsoft Azure, or comparable platforms.
  • Working knowledge of DevSecOps, CI/CD, infrastructure automation, and modern software development practices.
  • Experience with enterprise system integration, technical testing, performance validation, and deployment readiness activities.
  • Experience identifying and managing technical risks, issues, dependencies, and engineering deliverables.
  • Familiarity with federal cybersecurity requirements, security engineering, and authorization processes.
  • Demonstrated ability to evaluate technical alternatives and assess tradeoffs involving performance, cost, schedule, security, and operational requirements.
  • Strong analytical, technical leadership, problem-solving, communication, and stakeholder-management skills.
  • Experience working with software vendors, implementation partners, and technical stakeholders in complex delivery environments.
  • U.S. citizenship required.
  • Ability to obtain and maintain the required Public Trust background investigation and suitability determination.
  • Ability to travel as required to support program and deployment activities.

Preferred Qualifications

  • Experience with Oracle Health Millennium architecture, implementation, and integration.
  • Experience supporting federal EHR modernization programs, including Department of Defense (DoD), Department of Veterans Affairs (VA), Indian Health Service (IHS), or other federal healthcare organizations.
  • Previous experience supporting ICE, CBP, DHS, or other federal law enforcement and healthcare organizations.
  • Experience with healthcare interoperability standards and technologies, including HL7, FHIR, and healthcare interface engines.
  • Experience supporting geographically distributed or multi-site EHR deployments.
  • Experience with federal cloud hosting, FedRAMP, Authority to Operate (ATO), and security authorization processes.
  • Experience with healthcare data migration, clinical workflow integration, identity management, and enterprise interoperability.
  • Experience with Agile, Scrum, and other modern software delivery methodologies.
  • Experience coordinating technical activities across multiple vendors, subcontractors, and implementation partners.
  • Professional certifications in cloud architecture, systems engineering, cybersecurity, or related technical disciplines.
