Overview

We are seeking an Senior Requirements Engineer to join a multidisciplinary team supporting the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Program Management Office (PMO). This role is ideal for engineers who are passionate about applying technical expertise to real-world national security challenges and advancing mission-critical capabilities through research, evaluation, and informed decision-making. This position requires U.S. citizenship and the ability to obtain a CBP Background Investigation (BI) is required; active CBP BI preferred. This position requires 20% travel that may entail remote and rugged areas.

The Requirements Engineer will work closely with CBP stakeholders, program managers, and technical experts to assess technologies, guide development efforts, inform program strategies, and enable effective deployment of integrated systems. This includes both field-focused technical assessments and the development of supporting engineering and programmatic documentation. The ideal candidate has experience with research, development, test, and evaluation (RDT&E), and can bridge the gap between emerging capability and mission utility.

Responsibilities

  • Define requirements for the systems and products required by users and other stakeholders, including communications, sensor and surveillance technologies. This includes documenting the user and stakeholder requirements for the desired systems or products and iteratively reviewing and refining the requirements as additional details are known. This also includes transforming the user requirements into technical requirements in the context of planned customer use, environments, and identified system characteristics.

    Specific responsibilities may include:

  • Establishing project requirements baselines and further analyzing requirements to identify deficiencies and cost drivers.
  • Decomposing high-level functions identified through requirements analysis into lower-level functions and employ tools such as functional block diagrams, functional flow diagrams, time lines, and control/data flow diagrams to document the requirements.
  • Conducting trade studies to support functional allocation of requirements, evaluating alternative architectures and solution sets, supporting cost and performance trade-offs, and examining proposed system changes.
  • Conducting Analysis of Alternatives (AoA); Alternative Analysis (AA); and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities (DOTMLPF) to identify potential solutions to meet the client’s needs.
  • Documenting analysis outcomes in a Functional Requirements Document, Constraint Evaluation Analysis Report, Cost Benefits Report, or Trade Studies Report.
  • Preparing and updating Requirements Analysis Reports, Functional Requirements Documents, Constraint Evaluation Analysis Reports, Cost Benefit Reports, and/or Trade Studies Reports

Qualifications

  • Bachelor’s or Master’s degree in Electrical Engineering, Systems Engineering, Applied Physics, or related technical field preferred
  • 5+ years of experience in applied engineering, technology evaluation, or systems development
  • Familiarity with DHS or DOD acquisition processes, including SELC and test planning
  • Excellent analytical, communication, and technical writing skills
  • Experience working across technical and operational teams in mission-driven environments
  • U.S. citizenship and ability to obtain a CBP Background Investigation (BI) is required; active CBP BI preferred.

Target salary range: $108,324 - $160,000
