Under the direction of the Deputy CEO and the guidance of the Manager, Contractors, the Project Engineer develops and implements critical infrastructure and operational projects for Long Beach Transit (LBT). The Project Engineer establishes cost estimates; writes scopes of work; evaluates proposals and makes recommendations; and manages contractor deliverables. The Project Engineer works cross-departmentally with key departments such as Maintenance and Infrastructure, Transit Service Delivery and Planning, Transit Customer Amenities, and Regulatory Compliance and Civil Rights. The Project Engineer works externally with municipalities and partner agencies to advance projects that enhance safety, improve service quality, and enhance the customer experience. The position provides operational project support on an as-needed basis.
This role requires regular on-site presence at LBT work sites. Remote or hybrid work arrangements are not available for this position.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Plans, manages, and delivers a variety of capital, infrastructure, and facility projects in accordance with commercial, technical, regulatory, and public-agency requirements, and provides operational project support as needed.
Maintains involvement throughout all stages of the project life cycle, from concept development through design, procurement, construction, commissioning, and closeout.
Works collaboratively with LBT’s Procurement Department to develop Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and Invitations for Bids (IFBs); establishes bidding requirements, technical specifications, vendor evaluation criteria, and supports award recommendations.
Develops scopes of work, conceptual facility plans, engineering criteria, cost estimates, and supporting documents for approvals, procurement, and internal decision-making.
Coordinates and oversees third-party architectural, engineering, and professional services consultants; manages detailed facility design plans and design development activities.
Prepares and revises internal design documents using Computer-Aided Design (CAD) software as appropriate.
Reviews and evaluates design drawings, specifications, submittals, and technical documents to ensure accuracy, regulatory compliance, safety standards, and alignment with LBT operational and customer-facing needs.
Defines building systems, construction methods, materials, and equipment; oversees new construction, renovations, tenant improvements, and customer-amenity projects.
Establishes, monitors, and audits project budgets, schedules, and cost-control activities to ensure conformance with project requirements.
Manages contractor performance across construction, engineering, maintenance, and infrastructure projects; coordinates field activities, quality assurance, delivery schedules, and vendor compliance.
Investigates and manages design modifications, field changes, and contract change orders, ensuring accuracy, documentation, and adherence to public procurement requirements.
Prepares project documentation including reports, schedules, cost-tracking materials, Board items, technical memos, and documentation required for internal and external audits.
Ensures accurate project document management, warranty tracking, commissioning, and final project closeout in accordance with LBT standards.
Promotes and reinforces LBT’s safety culture by identifying hazards, correcting or reporting unsafe conditions, ensuring PPE compliance, participating in incident reporting, and supporting adherence to Cal/OSHA and internal safety procedures.
Proactively identifies and recommends new technologies and process improvements to support enhanced project delivery and operational performance.

Salary Range: $93,334 - $128,859 (Depending on Qualifications)
Compensation packages are determined based on a variety of factors specific to each candidate, including geographic location, skillset, the mix of relevant education, certifications, experience level, and performance. At Long Beach Transit, compensation decisions are made considering the unique requirements and circumstances of each position.

EDUCATION AND EXPERIENCE:
Bachelor’s degree is required. A degree in Engineering, Construction Management, Architecture, or a related technical field is preferred.
Five (5) years of progressively responsible experience in facilities engineering, construction management, infrastructure projects, transit operations, or a closely related field is required.
Experience working with architectural, engineering, and construction firms on design, coordination, and project delivery is preferred.
Experience overseeing facility construction and renovation projects, including equipment installations, lighting, HVAC, interior renovations, and civil infrastructure work is preferred.
Demonstrated experience coordinating activities on construction projects, including contractor oversight, field coordination, and quality assurance.
Experience working with or for public agencies, municipalities, utilities, or transportation authorities is highly desirable.
Project Management Professional (PMP) certification is preferred.
