Job Responsibilities:

教育程度 ：本科及以上学历，大学英语四级或以上，机械或经济管理类相关专业

工作经验 ： 3年以上采购或生产管理工作经验。

专业技能要求： 具有较高的采购管理，供应商管理知识及一定的生产管理知识

能力要求： 有较好的协调沟通能力、采购谈判能力; 具有把握市场动态、市场方向的能力; 对所管物资市场信息要有分析和处理的能力。

其他特殊要求： 无

主要岗位职责

1.了解公司内部需求和现有供应渠道的基本情况收集、整理所管非生产采购物资的业务数据; 收集整理公司内与所管非生产类物资相关信息和供应商信息; 负责反馈所管范围工作完成情况和存在问题;

2.完善供应渠道 收集所管非生产类物资市场信息，寻找潜在供应商; 负责建立所管物资潜在供应商数据库，收集潜在供应商必要信息; 整理所管非生产类物资需求，根据采购需要提出潜在供应商名单; 负责协调评价潜在供应商，并汇总评价结果提交审批; 与符合条件供应商谈判，整理谈判结果形成合同草案; 经认证审批后，负责签订合同提交审批; 负责合同审批后的具体实施和新供应商信息的移交存档。

3． 新项目物资的（下单）和货物/服务跟催，发票接收及挂帐，跟踪付款

根据计划部门提交的非生产类物资需求计划，分析其合理性及可行性，对不能满足的提出替代品; 新产品技术的引进。根据非生产类物资的重要程度，负责对新项目物资或服务跟催到位; 物资或服务完成验收合格后，按照合同规定接收供应商开具的合规性发票，在财务进行挂帐; 对于到期发票进行付款跟踪。

4. 新项目物资和招标物资的价格确定和合同签定

收集非生产性物资类的相关市场信息和内部信息，进行采购价格调查; 提出采购价格的确定方式，准备谈判资料或招标资料; 与供应商谈判或组织采购招标，将价格送审后确定材料价格。对合同条款与供应商谈判后，编制合同草案; 编制审批价格表和合同草案后形成正式合同。

5. 供应商管理

协助建立供应商评价体系，协助维护供应商数据库; 对供应商合同执行情况进行监督和汇总; 及时准确提供变更供应商及产品数据，收集数据，负责组织对所管非生产性物资供应商的定期评价，汇总评价结果，提出奖罚等建议，从而筛选和优化供应商; 配合相关部门要供方改进质量和服务。

7. 信息管理

负责提交所管物资相关信息; 协助统计采购相关数据; 负责所管供应商信息的收集和存档;

8．遵守与执行体系要求

1）遵循国家和政府有关劳动、产品质量、环境保护、职业健康安全等方面的法律法规及其他要求

2）负责本业务范围的质量、环境、职业健康安全管理工作

3）认真贯彻执行国家及行业管理部门有关环境保护、安全生产法规和政策。

4）负责供应方环保安全许可资质的审核，负责要求供应方提供符合安全要求的物资

5）检查监督本部门员工严格执行安全操作规程，遵章守纪，防止发生事故
