Overview

Microsoft Cloud Operations and Innovation (CO+I) powers the global infrastructure behind Microsoft's cloud platforms. Within CO+I, Engineering, Procurement, and Construction (EPC) is responsible for delivering hyperscale datacenter programs that enable continued growth of Microsoft's cloud services worldwide.

We are seeking an experienced Integrated Planning & Scheduling Program Manager with deep practical expertise in planning, scheduling, and Primavera P6 EPPM. The role requires someone who can develop and challenge complex, integrated schedules; apply Critical Path Methodology and bottom-up planning; assess schedule quality and risk; and translate project data into realistic, defendable Plan of Record schedules. In addition to technical planning capability, this person will help design, document, implement, and continuously improve planning processes that support the successful delivery of Microsoft’s global Data Centre portfolio.

The candidate will combine advanced planning and scheduling judgment with strong process-development and communication skills. They will champion industry-leading scheduling practices, establish clear standards and workflows, produce high-quality technical documentation, and communicate complex planning requirements effectively to regional teams, cross-functional partners, and senior leaders. They will also support the organizational change needed to embed new planning and schedule-risk processes consistently across the business.

This role is based in Redmond WA.

Relocation support will be provided, and successful candidates will work in the hub office 3 days per week.

Responsibilities

  • Planning Process Development & Management: Lead the design, development, documentation, and continuous improvement of global planning and schedule-management processes that strengthen schedule quality, governance, predictability, and consistency across EPC Project Controls programs. Partner with Central Project Controls Estimating, Cost, Risk, regional planning leadership, and cross-functional teams to translate global strategy into practical, scalable processes that meet regional execution needs.
  • Planning & Scheduling Subject Matter Expertise: Apply deep expertise in Primavera P6 EPPM, integrated master scheduling, Critical Path Methodology, and bottom-up planning to shape effective planning standards and processes. Support the development of Plan of Record and Integrated Master Schedules, validate durations and assumptions, align schedules with the Basis of Estimate, and embed repeatable methods for schedule integration, benchmarking, and portfolio performance analysis.
  • Technical Writing, Data & Reporting: Produce clear, precise, and high-quality process documentation, procedures, standards, guidance, and executive communications. Work closely with the Reporting and Analytics Team to translate complex schedule, risk, and performance data into actionable leadership insights and to develop reporting solutions and KPI frameworks that support schedule health, performance tracking, process adoption, and governance.
  • Organizational Change Management & Governance: Own the organizational change management required to introduce, embed, and sustain new planning processes across a global organization. Develop stakeholder, communication, training, adoption, and reinforcement plans; assess change impacts and readiness; manage feedback and resistance; and establish governance, ownership, and controls that drive consistent implementation and measurable improvements in planning maturity.
  • Schedule Risk: Support the development, documentation, piloting, and global rollout of the schedule risk management process, including clear roles, workflows, standards, training materials, and adoption measures. Use strong written and verbal communication skills to align stakeholders, present recommendations and program updates to Director-level audiences, build trusted relationships across Project Controls and cross-functional teams, and drive consistent execution across regions.

Qualifications

Required Qualifications:

  • Bachelor’s degree in engineering, Construction Management, Project Management, or a related field AND 4+ years of experience in program management, project controls with advanced Primavera P6 EPPM (planning, scheduling and governance) OR equivalent experience.
  • 2+ years of experience developing and managing complex, large-scale project schedules and leading cross-functional programs or change initiatives with multiple stakeholders across regions, business units or large portfolios.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Bachelor's Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • Experience managing programs across multiple regions, business units, or large portfolios.
  • Executive level communication and technical writing skills with experience presenting to senior leadership / Directors.
  • Ability to develop and apply bottom-up schedules using resource-based planning techniques
  • Experience developing and implementing processes, procedures, and governance frameworks
  • Experience delivering training and onboarding programs for technical teams

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
