Bid Manager

Role Overview

We are seeking an experienced Public Sector Bid Manager to lead and manage the end-to-end bid lifecycle for government and public sector tenders/RFPs, with a specific focus on Cloud, Data & AI opportunities. The ideal candidate will bring strong domain expertise in navigating public procurement processes, compliance requirements, and stakeholder coordination to help Minfy win strategic public sector engagements.

Key Responsibilities

• Manage the complete bid management lifecycle for public sector RFPs/RFQs/tenders - from opportunity identification and qualification (go/no-go) through submission and post-bid follow-up
• Interpret complex tender documents, eligibility criteria, and government procurement guidelines (GeM, state/central tenders, PSU RFPs) to ensure full compliance
• Coordinate cross-functional inputs from technical/solutioning, delivery, legal, finance, and leadership teams to build compelling, compliant bid responses
• Lead proposal development for Cloud, Data & AI solutions - translating technical capabilities into client-relevant value propositions aligned to public sector mandates
• Own bid documentation: technical proposals, commercial proposals, EMD/bank guarantees, compliance matrices, and pre-bid query responses
• Track tender portals (GeM, CPPP, state e-procurement platforms) and maintain a live pipeline of relevant opportunities
• Ensure timely, accurate, and compliant submissions in line with tender timelines
• Support pricing strategy and commercial structuring in collaboration with finance and delivery teams
• Maintain a repository of reusable content, case studies, certifications, and compliance documents for faster bid turnaround
• Liaise with AWS and other technology partner teams for joint public sector pursuits where applicable
• Provide post-submission support including clarifications, presentations, and negotiation support as required

Required Experience & Qualifications

• 5-7 years of overall experience in bid management, proposal writing, or business development
• 2-3 years of specific experience managing bids/proposals in the Cloud, Data & AI domain (AWS/Azure/GCP ecosystem preferred)
• Proven experience responding to public sector/government tenders (GeM, state/central government RFPs, PSU bids) is mandatory
• Strong understanding of public procurement processes, compliance frameworks, and eligibility documentation (technical & financial bid structuring)
• Excellent written and verbal communication skills, with strong proposal writing and editing ability
• Ability to manage multiple bids simultaneously under tight deadlines
• Strong stakeholder management skills to coordinate across technical, legal, and leadership teams
• Bachelor's degree required; MBA or equivalent preferred

Preferred Skills

• Familiarity with AWS partner ecosystem and cloud/data/AI solution positioning
• Exposure to ISO 27001, SOC 2, or similar compliance frameworks (advantageous given Minfy's ongoing security certifications)
• Experience with tools such as MS Office/SharePoint for collaborative bid development; exposure to CRM or bid-tracking tools is a plus
