Role Purpose

The Regional Program Manager will lead selected major cross-branch and cross-regional programs where ownership is broad, delivery is complex, and strong regional orchestration is required. The role provides end-to-end program and project leadership from early planning and mobilization through execution, implementation and closure.

The incumbent will work across branches, business and service owners, technology departments, PMO functions, Head Office stakeholders, vendors and external partners to establish clear ownership, integrated plans, effective governance, proactive risk management and transparent management reporting. Once assigned, the Regional Program Manager is accountable for the same core project management disciplines expected of other Project Managers, with the key distinction being the strategic, regional and multi-entity nature of the assigned initiatives.

  • Strategically important initiatives with regional CIO, HOD or senior-management visibility.
  • Cross-branch, cross-regional or cross-entity programs requiring coordinated planning and execution.
  • Programs with unclear early ownership, multiple delivery parties, or significant interdependencies.
  • Major new system implementations, branch launch or refresh programs, regional transformation initiatives, and other high-risk or high-complexity programs.
  • Initiatives requiring structured program mobilization, integrated governance, escalation management and executive-level reporting.

Job Responsibilities

Program Leadership and Delivery

  • Lead the end-to-end planning and delivery of assigned major programs and projects, ensuring agreed scope, schedule, budget, quality and outcomes are achieved.
  • Develop and maintain the integrated program charter, roadmap, master plan, work breakdown structure, milestones, dependencies and delivery cadence.
  • Establish clear ownership across workstreams and ensure accountable owners are assigned for business, technology, branch readiness, testing, migration, change and implementation activities.
  • Manage program execution through implementation and closure, ensuring decisions, actions and deliverables are completed on time.
  • Act as the primary escalation point for critical program risks, issues, dependencies and delivery roadblocks.

Upstream Planning and Program Mobilization

  • Engage during concept and planning stages to translate high-level management direction into an executable program structure.
  • Clarify program objectives, scope, success measures, sponsorship, governance forums, decision rights and stakeholder responsibilities.
  • Prepare integrated resource, financial, procurement, vendor, communications and implementation plans in collaboration with accountable functions.
  • Identify cross-branch and cross-regional implications early and drive alignment before formal execution begins.

Stakeholder and Executive Management

  • Build effective working relationships with senior management, branches, service owners, business teams, ITD/TIS/IRMD, PMO functions, Head Office, vendors and external partners.
  • Facilitate steering committees, working groups, decision forums and cross-entity alignment discussions.
  • Present concise, decision-oriented updates to sponsors and management, highlighting status, risks, financial position, dependencies, decisions required and recommended actions.
  • Influence stakeholders across organizational and geographic boundaries and resolve conflicting priorities constructively.

Governance, Risk and Change Control

  • Ensure assigned programs comply with the ASO Project Management Standard, project governance requirements, approval processes and applicable policies.
  • Maintain robust RAID, change control, decision and dependency management disciplines throughout the program lifecycle.
  • Partner with Regional PMO Governance and relevant department or branch PMOs for phase-gate reviews, baseline monitoring, exception handling and audit readiness.
  • Ensure program information, plans, deliverables and status are maintained accurately in APH and approved repositories.
  • Drive timely mitigation and escalation of operational, regulatory, technology, financial, schedule and delivery risks.

Financial, Resource and Vendor Management

  • Develop and monitor program budgets, forecasts, expenditure, resource plans and financial risks in coordination with Finance, Procurement and accountable owners.
  • Coordinate internal and external resource requirements across workstreams, branches and delivery partners.
  • Manage vendor deliverables, dependencies, performance, contractual obligations and escalation points in partnership with Procurement and service owners.
  • Identify capacity constraints and recommend prioritization, sequencing or intervention actions to management.

Leadership and Delivery Excellence

  • Promote accountability, collaboration, transparency and disciplined execution across program teams.
  • Provide direction and coaching to Project Managers, PMO resources and workstream leads assigned to the program.
  • Capture lessons learned and contribute to continuous improvement of Regional PMO practices, templates, tools and governance processes.
  • Support portfolio-level reviews, strategic planning and management interventions for other major initiatives when required.

Job Requirements

  • Minimum 12 years of experience in program management, project management, transformation delivery or a comparable complex delivery role in the financial industry, with stakeholder management skills and the ability to influence senior stakeholders across business, technology, and regional teams.
  • Proven experience leading large-scale, multi-workstream programs involving multiple countries, branches, business functions, technology teams, PMOs and external partners.
  • Demonstrated ownership of full project and program lifecycle delivery, including planning, governance, budget, risks, issues, dependencies, vendors, implementation and closure.
  • Experience preparing and presenting executive-level program updates, recommendations and decision papers.
  • Strong understanding of project and program management methodologies, including Waterfall, Agile and hybrid delivery approaches.
  • Experience working in a complex matrix organization and influencing stakeholders without direct reporting authority.
  • Bachelor’s degree in Business, Information Technology, Engineering, Finance or a related discipline.
  • Experience in banking, financial services or another regulated industry.
  • Experience delivering regional or cross-border technology and business transformation programs across Asia Pacific.
  • Professional certification such as PMP, PgMP, PRINCE2 Practitioner, MSP, PMI-ACP or an equivalent recognized qualification.
  • Master’s degree or MBA.
  • Experience using project portfolio and collaboration tools such as Microsoft Project, Microsoft Planner, Power BI, Microsoft 365 or Jira.
