Job Summary

Reporting to the Technical Services Manager, the CNS Technical Services Manager is responsible for ensuring that all facets of the CNS organization contribute to air transportation safety.

The CNS Technical Services Manager is accountable for system integrity and operation, project implementation, a quality control program, training, certification, facilities, human and financial resources.

Language Requirements: Bilingual (English and French), in accordance with Civil Aviation Regulations and or Official Languages requirements in order to either provide services to clients, the Public and or, to supervise and provide services to employees in the official language of their choice.

In this role you will:

People Leadership

  • Lead, coach, and develop a team of technical professionals, fostering a collaborative, high-performing, and engaged work environment.
  • Manage workforce planning, performance management, employee development, staffing, and labour relations activities.
  • Ensure employees maintain the required competencies and training to meet operational and regulatory requirements.

Stakeholder & Relationship Management

  • Build and maintain strong relationships with internal stakeholders, union representatives, and leadership teams.
  • Collaborate across business units to support service delivery, drive change initiatives, and enhance operational effectiveness.
  • Advocate for employee engagement and promote a positive, inclusive workplace culture.

Training & Technology Management

  • Oversee the delivery and continuous improvement of competency and maintenance training programs.
  • Ensure compliance with regulatory requirements, corporate standards, quality assurance programs, and safety initiatives.
  • Monitor operational performance and support the implementation of technology, process, and training improvements.

Project & Operational Delivery

  • Coordinate training-related activities supporting technology implementation and operational projects.
  • Partner with national and regional stakeholders to ensure successful planning, readiness, deployment, and stabilization of initiatives.
  • Support operational excellence through effective planning, prioritization, and resource management.

Financial & Resource Management

  • Manage budgets, forecasts, and resources to support training, maintenance, and operational priorities.
  • Identify efficiencies and ensure the responsible stewardship of financial, human, and material resources.
  • Monitor expenditures and performance against plans while balancing service, quality, and cost objectives.

What you bring:

  • Secondary school diploma and completion of an acceptable program in electronics technology normally acquired through completion of 2 to 3 years of post secondary study in this subject, or equivalent work experience.
  • Program or Project Management Certification.
  • Valid Driver’s licence required.
  • At least 5 years related experience in the industry.
  • Proven leadership experience demonstrating the skills required to manage people, processes, and information in an operation’s driven environment.
  • Project and program management experience which includes organizing, planning, and executing large-scale projects from vision through implementation, involving internal personnel, and contractors.
  • Experience managing budgeting and purchasing activities for technology procurement.
  • Knowledge of electronic systems in use including diverse Communication, Navigational Aids, Surveillance and Air Traffic Management systems.
  • Thorough knowledge and background of CNS technology systems.
  • Thorough knowledge, not only in all aspects of project management, but also thorough knowledge of Operations to ensure there is minimum disruption in the day-to-day operation.
  • Architectural and Engineering (A & E) as it pertains to outside support for project implementation.
  • Knowledge of the operations of assigned airports and air traffic control facilities and of the inter-relationships with user agencies such as airlines.
  • Knowledge of Occupational Health & Safety rules and guidelines.

Working Conditions:

  • Standard office environment. There are limited adverse conditions in the work environment.
  • Required to travel to various locations.
  • This position is on site and not eligible for a flexible work arrangement.
