Northrop Grumman Space Systems-Missile Defense Integration offers an excellent opportunity for a Staff Engineer Network (Project Manager) (EPM) (26-433) to join our team of skilled and diverse professionals. Based in Colorado Springs, CO, this role is essential to supporting the U.S. President, the Secretary of Defense, and combatant commanders at the strategic, regional, and operational levels.

This position does not provide relocation assistance and requires on-site work with no remote options.

Position Overview:

The C2BMC program is a key component of the Missile Defense System (MDS). It provides the operational framework that enables the U.S. President, the Secretary of Defense, and Combatant Commanders at strategic, regional, and tactical levels to plan missile defense operations, monitor battle progress, and dynamically control networked sensors and weapon systems to achieve global and regional mission objectives. C2BMC delivers layered missile defense capabilities and serves as a force multiplier by connecting, integrating, and synchronizing autonomous systems and operations worldwide.

As the Network Engineering Project Manager (EPM), you will lead the Networking Resource Managed Area (RMA) and serve as the primary technical authority for network infrastructure across the C2BMC program. You will own the planning and execution of network engineering activities, manage cost/schedule performance, grow and lead a high-performing workforce, and ensure that network solutions are modern, secure, and aligned with program goals and Agile practices.

Essential Functions:

  • Lead the Networking Resource Managed Area (RMA), directing all Agile Release Train (ART) commitments related to network infrastructure and services
  • Ensure technical backlog items are properly captured, prioritized, and decomposed into executable epics and capabilities, and that they are adequately staffed to meet schedule, cost, and performance objectives
  • Serve as the primary technical authority for network infrastructure across the C2BMC program, ensuring that engineering solutions, test plans, and system baselines align with overall program objectives and modern engineering practices
  • Develop and maintain the network portion of the integrated program schedule, cost estimates, and risk/opportunity registers
  • Own Earned Value Management (EVM) and control account responsibilities for the Networking RMA, including planning, tracking, and reporting performance against baseline
  • Recruit, select, train, and retain a high-performing Networks workforce; manage work assignments, set expectations, conduct performance assessments, provide recognition, and handle corrective/disciplinary actions as required
  • Monitor and actively mitigate attrition to maintain workforce health and meet current and projected demand signals
  • Coordinate closely with Solution Chiefs, other Resource Managed Areas (RMAs), Agile Release Trains (ARTs), and external partners to resolve dependencies, address issues, and synchronize efforts across geographically dispersed teams
  • Author and approve Basis of Estimates (BOEs) and proposal technical content for network efforts, validating that resources are correctly sized against scope and that commitments are achievable
  • Lead and oversee risk and opportunity management for the networking domain-identifying, evaluating, tracking, and mitigating network-related risks; capturing and executing opportunities to improve capability, affordability, and resilience
  • Provide clear, concise briefings and status updates to senior leadership, customers, and external stakeholders, acting as the primary spokesperson for network capabilities, progress, risks, and mitigation plans
  • Champion Agile System/Software Development methodologies within the Networks RMA, driving continuous improvement, data-informed decision-making, and consistent use of Agile metrics
  • Promote and expand the use of digital engineering tools and practices (e.g., JIRA, Confluence, Agility) to improve traceability, planning, and collaboration
  • Travel to development, testing, and operational sites as needed to oversee network activities, conduct audits or technical reviews, and represent the program in customer and partner meetings

Basic Qualifications:

  • A Bachelor’s Degree in Computer Science, Software Engineering, Network Engineering, Cybersecurity Engineering, Project Management, Mathematics, Physics, or a related field from an accredited university, along with 12 years of experience; or a Master’s degree (preferred) in a related field with 10 years of relevant work experience; or 16 years of relevant work experience may be considered as an alternative to a degree
  • Applicants must have a current, active in-scope Government-issued Top Secret security clearance at the time of application, which is required to start with the eligibility to be read on to SCI clearance

Experience:

  • Minimum 12-15 years of progressive engineering leadership experience within DoD programs, preferably with direct involvement in C2BMC, Missile Defense Agency (MDA), or related space/mission defense initiatives
  • Demonstrated success managing large, geographically dispersed engineering teams (approximately 100+ personnel) across multiple companies and subcontractors.
  • Experience working with Agile Release Trains (ARTs) and applying SAFe/Agile methodologies in an operational program environment

Technical Expertise:

  • Hands-on experience authoring and approving Basis of Estimates (BOEs), cost proposals, and technical baselines
  • Strong background in Earned Value Management (EVM) and cost/schedule risk analysis
  • Proven ability to deliver complex DoD systems (software, cyber, network, or hardware) on schedule and within budget while improving affordability and quality

Stakeholder Interaction:

  • Direct experience briefing senior leadership and customers (e.g., senior MDA officials, program executives) on technical status, risks, and opportunities

Collaboration:

  • Experience influencing and coordinating work across multiple external partners and prime contractors and managing vendor/temporary agency staffing

Core Skills:

  • Strong interpersonal, communication, and presentation abilities
  • Proficiency with Agile collaboration tools (e.g., JIRA, Confluence) and understanding of modern digital engineering practices

Preferred Qualifications:

  • SAFe® Product Owner or Release Train Engineer (RTE) certifications with demonstrable experience leading ARTs in a defense-focused environment
  • Direct experience with Missile Defense Agency (MDA) or C2BMC programs, including familiarity with their technical architecture, cyber engineering requirements, and operational concepts
  • Background in network engineering, software development, or cyber engineering supporting large-scale, secure communications and platform infrastructure solutions
  • Proven ability to lead and collaborate with multi-company, multi-disciplined teams that include prime contractors and temporary agency resources across multiple sites
  • Expertise in digital engineering and model-based systems engineering (MBSE) tools (e.g., SysML, Cameo, IBM Engineering Lifecycle Management) and a record of implementing these practices to enhance productivity, integration, and traceability
  • Advanced proficiency with Agile collaboration platforms and the ability to tailor toolsets to support program-specific workflows and reporting needs
  • Strong risk management orientation, with a history of formally identifying, mitigating, and tracking technical risks and opportunities through EVM and other quantitative methods

Primary Level Salary Range: $146,300.00 - $219,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
