The role also manages related controls, materials, and supplies, supports the Environmental Management System (EMS), assists in ensuring compliance with environmental regulations and statutory requirements, and performs other duties as assigned.
Responsibilities:
- Mandatory Objectives (Applicable to all employees and contractors): Implement and comply with Occupational Health, Safety & Environment (OHSE) Policy, Quality & Environmental Management System, BSL Policy, Code of Conduct (How We Work), Collective Labour Agreement (CLA), and applicable Government Regulations.
- Supervises and lead utility operator in daily operation, including work assignments, performance evaluations, employee development, disciplinary actions, and complaint resolution.
- Ensure compliance with company standards, safety regulations, environmental requirements, operating procedures, licenses, permits, and applicable legal requirements for all Utility operations.
- Plan, schedule, coordinate, and monitor preventive and corrective maintenance activities for Utility equipment to ensure equipment reliability, availability, and safe operation. Boilers, Compressors, WWTP, STP, Demin water, Cooling water, Fire pump, Fire Alarm System.
- Maintains accurate records and reports of utility operations.
- Analyse Utility operational and maintenance data, identify trends and abnormal conditions, and recommend improvement actions to enhance equipment reliability, availability, energy efficiency, and operational performance.
- Develop, review, and update Utility SOPs, work instructions, and emergency response plans to ensure safe, consistent, and reliable operation of Utility systems.
- Provide training, coaching, and competency development to Utility Operators on operating methods, equipment operation, troubleshooting, emergency response, and safety practices.
- Coordinate with Purchasing, Store, Maintenance, and other relevant departments to ensure timely availability and effective control of materials, chemicals, spare parts, and consumables required for Utility operations and maintenance.
- Coordinate with Production, Maintenance, Engineering, and other departments to ensure reliable Utility support during production, maintenance, shutdown, and project activities.
- Lead emergency response activities related to Utility systems and ensured timely, safe, and effective restoration of Utility services.
- Prepare and analyse daily, weekly, and monthly Utility performance reports covering operation, equipment availability, downtime, maintenance, energy/resource consumption, and key operational issues.
- As necessary, perform crew work including the operation of applicable motorized equipment, including operation during training, abnormal conditions, or emergency situations.
Qualification and/or experience required:
- Diploma Mechanical engineer, bachelor or recognized equivalent.
- Five (5) years of experience in utility operation and maintenance activities related to area of assignment, including two years of lead or supervisory experience.
- Operate a computer and applicable software, including word processing and spreadsheet software.
- Familiarity with CMMS (Computerized Maintenance Management System) is an advantage.

- Leadership, problem-solving, and decision-making skills.
- Knowledge of Safety precautions and occupational hazards in the use of equipment; safe work methods and practices.
- Knowledge of applicable state, and local laws, codes, and regulations governing water operations and environmental compliance.
- Knowledge of materials, methods, tools, and equipment used in maintenance and repair work of water distribution and wastewater collection systems.
- Ability to interact and communicate effectively, both orally and in writing.
Preferred Qualification and/or experience required:
- Valid certification related of utility & services area (boiler, wastewater collection & treatment, environmental control, etc) will be highly desirable
