The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD).

The IEA seeks to recruit Electricity Grids and Security Analysts to contribute to its analytical work on grids and electrification in the Electricity Systems and Markets Division (ESM). The Electricity Gris and Security Analysts will support the Division’s work on electricity security, with a particular focus on transmission and distribution system modernisation. This includes to analyse and model power systems from physical and technoeconomic perspectives, and to draft grid-focused projects.

Main Responsibilities

Modelling, analysis and drafting

  • Lead the Division’s technical, analytical and modelling work on power systems, grid modernisation (transmission and distribution), and electricity security.
  • Lead analytical work on the system integration of emerging sources of electricity demand and generation, with a focus on operational security, reliability and resilience.
  • Analyse developments in congestion management, grid connection processes, and strategic grid planning across key power markets.
  • Monitor innovations and operational practices aimed at enabling more efficient use of grids, including Grid Ehancing Technologies (GETs), digital solutions, and regulatory frameworks.
  • Contribute to the delivery of the IEA’s Electricity Security programme and to drafting grid-related content for the IEA’s Electricity report and other relevant ESM publications.

Collaboration and outreach

  • Engage with key industry stakeholders; support preparations as needed for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.

Ideal Candidate Profile

Academic Background

  • Advanced university degree or PhD in Electrical / Power / Energy Systems Engineering, Energy Economics, Physics or a related discipline.

Professional Background

  • At least five years to seven years of direct power systems work experience in the electricity industry, economic consulting, grid technology companies, or at an electric regulatory agency working on transmission or distribution networks, system operation, energy management and related fields.
  • Strong technical background in power systems and in-depth understanding of electricity security concepts, power market fundamentals, and the interaction between system operations and market incentives.
  • Solid knowledge of medium- and low-voltage distribution grids, with an understanding of the frameworks governing connection processes and the integration of distributed energy resources.
  • Experience with network planning and operational practices aimed at enhancing the efficiency and utilisation of existing infrastructure is desirable.
  • Experience with power system modelling, such as steady-state network modelling, dynamic and transient stability modelling, or grid planning and expansion studies, would be an advantage.
  • Proven analytical abilities and excellent writing skills as demonstrated in past work products (analytical reports, quantitative analysis, operative models, and/or published papers).

Tools

  • Excellent command of Microsoft Office Suite, especially Excel.
  • Experience with SQL or Power Query is an asset.
  • Solid knowledge of relevant coding languages (e.g. Python).
  • Experience with relevant grid modelling software (e.g. PowerFactory, PSS, PSCAD) would be an advantage.

Languages

  • Excellent written and oral command of English, including drafting and proofreading.
  • Knowledge of one or more other working languages would be an asset.

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).

Contract Duration

  • 2 years fixed-term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

  • Monthly salary starting at 8,098.36 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, the selection process may include a video-recorded interview, job-based assessment and panel interviews. This is recruitment is meant to develop a roster for IEA Managers’ consideration for future upcoming roles at the Agency. Successful candidates may be cleared and following this process further interviews may follow to assess the suitability of the profiles towards specific needs. Following this recruitment process further interviews may follow for cleared candidates depending on the needs of the Agency and the expertise/area of interest of the candidate.
