The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD).

The IEA seeks to recruit Junior Power Sector Analysts to contribute to its analytical work on power systems and markets in the Electricity Systems and Markets Division (ESM). The Power Sector Analysts will contribute to the Division’s work on electricity systems and markets, with a particular focus on grids. This includes providing quantitative and qualitative analysis, modelling, and drafting, including for the IEA’s flagship annual Electricity report.

Main Responsibilities

Modelling, analysis and drafting

  • Monitor and analyse technical, regulatory and policy developments in electricity systems and markets at the global, regional and country level.
  • Support the Division’s analytical output on grids, system flexibility and regulation.
  • Contribute to the modelling of the medium-term electricity forecast. This involves the development, operation and maintenance of power sector models.
  • Update and improve relevant technical, regulatory and policy databases on electricity demand, supply and grids (transmission and distribution).
  • Support the end-to-end preparation of the IEA’s Electricity report.
  • Contribute to relevant reports, working papers, presentations and briefing notes for senior management.

Collaboration and outreach

  • Support preparations as needed for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.

Ideal Candidate Profile

Academic Background

  • Advanced university degree or PhD in Electrical / Power / Energy Systems Engineering, Energy Economics, Physics or a related discipline.

Professional Background

  • A minimum of three years experience of direct power systems work experience in the electricity industry, economic consulting or grid technology companies working on transmission or distribution networks, system operation, energy management and related fields.
  • Strong technical background in power systems and experience working with power utilities and/or grid operators.
  • In-depth understanding of electricity security concepts, power market fundamentals, and the interaction between system operations and market incentives.
  • Solid knowledge of medium- and low-voltage distribution grids, with an understanding of the frameworks governing connection processes and the integration of distributed energy resources.
  • Experience with network planning and operational practices aimed at enhancing the efficiency and utilisation of existing infrastructure is desirable.
  • Experience with power system modelling, such as steady-state network modelling, dynamic and transient stability modelling, or grid planning and expansion studies, would be an advantage.
  • Proven analytical abilities and excellent writing skills as demonstrated in past work products (analytical reports, quantitative analysis, operative models, and/or published papers).

Tools

  • Excellent command of Microsoft Office Suite, especially Excel.
  • Solid knowledge of relevant coding languages (e.g. Python, R).
  • Experience with data visualisation tools (e.g. Power BI, Tableau) and database management (SQL) is desirable.
  • Experience with optimisation models and platforms such as Pyomo, PyPSA or GAMS would be an asset.

Languages

  • Excellent written and oral command of English, including drafting and proofreading.
  • Knowledge of one or more other working languages would be an asset.

Core Competencies

ContractDuration

  • 2 years fixed-term appointment, with the possibility of renewal.
  • Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

    Selection Process

    • For retained candidates, the selection process may include a video-recorded interview, job-based assessment and panel interviews.
    • This is recruitment is meant to develop a roster for IEA Managers’ consideration for future upcoming roles at the Agency. Successful candidates may be cleared and following this process further interviews may follow to assess the suitability of the profiles towards specific needs. Following this recruitment process cleared further interviews may follow for cleared candidates depending on the needs of the Agency and the expertise/area of interest of the candidate.
