Oracle is an American enterprise technology company founded in 1977 by Larry Ellison, Bob Miner and Ed Oates, and headquartered in Austin, Texas. It built its business on the Oracle Database, still the reference relational engine for large transactional systems, and has expanded into a full applications suite covering finance, human resources, supply chain and customer experience through Fusion Cloud and NetSuite. Its fastest growing segment is Oracle Cloud Infrastructure, which the company has positioned aggressively for AI training and inference workloads through large multi-year capacity contracts.

Oracle Cloud Infrastructure (OCI) is seeking a highly experienced Principal Program Manager to lead Catalyst and Learning and Development programming for OCI Data Centers across Japan and Asia Pacific (JAPAC) and Europe, the Middle East, and Africa (EMEA).

In this role, you will own the strategy, implementation, regional expansion, and ongoing management of scalable talent-development programs for OCI Data Center employees. Your portfolio will include Catalyst, an early-career onboarding and development program for employees entering data center roles with limited or no prior industry experience, as well as broader learning and development initiatives. Catalyst also encompasses onboarding and development for military talent.

You will establish a consistent global program foundation while adapting delivery to meet regional, cultural, language, operational, and business needs across JAPAC and EMEA. You will partner closely with Data Center Operations, regional and site leaders, Human Resources, Talent Acquisition, subject-matter experts, while sitting in the centralized Data Center Onboarding & Development organization, with peer Learning & Development instructional designers, training delivery experts, and program managers.

The ideal candidate has a proven track record of building and scaling early-career, onboarding, learning and development, or train-the-trainer programs across multiple countries or business units. You are comfortable operating in a fast-moving and ambiguous environment, influencing stakeholders at all levels, and translating business requirements into repeatable programs that improve employee readiness, development, and time to productivity. You communicate clearly, use data to guide decisions, and demonstrate an “act now and iterate” mindset.

Basic Qualifications

  • Bachelor’s degree.
  • Five or more years of relevant experience in program management, learning and development, talent development, Human Resources, workforce development, or a related field.
  • Demonstrated experience launching, managing, and improving complex programs at scale.
  • Experience developing or managing early-career, onboarding, learning and development, or train-the-trainer programs.
  • Experience leading cross-functional initiatives involving business leaders, operational teams, Human Resources, Talent Acquisition, and other partner organizations.
  • Exceptional interpersonal, written, and verbal communication skills, including experience communicating with operational, business, technical, and senior leadership audiences.
  • Proven track record of taking ownership, identifying solutions, and driving work to completion.
  • Advanced proficiency with Microsoft Word, Excel, and PowerPoint.
  • Ability to collaborate effectively across countries, cultures, and time zones within JAPAC and EMEA.
  • Willingness to travel periodically to OCI Data Center locations and regional meetings, as business needs require.

Preferred Qualifications

  • Experience managing programs across multiple countries or regions, particularly within JAPAC or EMEA.
  • Experience supporting technical, engineering, operations, infrastructure, or data center workforces.
  • Experience with cloud infrastructure services or large-scale technology operations.
  • Experience building and maintaining internal trainer, facilitator, or learning-champion networks.
  • Experience adapting global programs for regional, cultural, language, or operational requirements.
  • Ability to think broadly and strategically while maintaining strong attention to execution and operational detail.
  • Experience presenting program insights and recommendations to senior leaders.

Program Strategy and Ownership

  • Own the end-to-end implementation, governance, and continuous improvement of Catalyst and related learning and development programs across JAPAC and EMEA, while partnering with the AMER Catalyst Program owner to create global consistency.
  • Create a consistent core program model while identifying where regional or site-level customization is necessary.
  • Establish program roadmaps, implementation plans, success criteria, and mechanisms for monitoring progress, risks, dependencies, and outcomes.
  • Lead the regional implementation and expansion of Catalyst programming for employees entering OCI Data Center roles with limited or no relevant industry experience.

Learning and Development Programming

  • Build and manage scalable learning and development programs that support onboarding, workforce readiness, and ongoing capability development across OCI Data Center sites.
  • Own the implementation of the Trainer Accreditation Program across JAPAC and EMEA.
  • Establish and maintain a regional network of qualified internal trainers and facilitators with sufficient coverage to support recurring hiring and learning needs.
  • Partner with subject-matter experts and learning professionals to ensure training is accurate, relevant, accessible, and aligned with operational requirements.

Regional Expansion and Localization

  • Develop expansion plans for introducing Catalyst and L&D programming at existing and new OCI Data Center locations across JAPAC and EMEA.
  • Translate global program standards into practical regional delivery models that account for local operating environments, languages, cultures, and workforce needs.
  • Identify regional constraints and dependencies early and develop solutions that preserve program quality while supporting local requirements.
  • Capture lessons learned and create reusable playbooks, templates, and tools that accelerate future program launches.

Stakeholder Leadership

  • Build trusted relationships with stakeholders ranging from front-line managers and site leaders to senior leaders across OCI, Human Resources, Talent Acquisition.
  • Facilitate alignment across geographically dispersed teams with different priorities, requirements, and operating models.
  • Provide clear, timely updates on program status, decisions, risks, dependencies, and results.
  • Serve as a subject-matter expert and strategic advisor on early-career onboarding, trainer enablement, and scalable Data Center learning programs.

Measurement and Continuous Improvement

  • Define and monitor program performance indicators, including participation, completion, learner experience, trainer readiness, program capacity, proficiency, and time to productivity.
  • Use quantitative and qualitative data to identify trends, assess program effectiveness, and recommend improvements.
  • Establish regular business-review mechanisms and present program results, risks, and recommendations to regional and global leaders.
  • Continuously improve program processes, content, tools, and delivery methods based on business results and stakeholder feedback.
