Oracle is an American enterprise technology company founded in 1977 by Larry Ellison, Bob Miner and Ed Oates, and headquartered in Austin, Texas. It built its business on the Oracle Database, still the reference relational engine for large transactional systems, and has expanded into a full applications suite covering finance, human resources, supply chain and customer experience through Fusion Cloud and NetSuite. Its fastest growing segment is Oracle Cloud Infrastructure, which the company has positioned aggressively for AI training and inference workloads through large multi-year capacity contracts.

Combining industry knowledge with Oracle application expertise, the team guides customers through the full implementation lifecycle. This includes assessing business requirements, designing future-state processes, configuring applications, integrating with related enterprise systems, migrating data, validating solutions through testing, and preparing for deployment. The team also supports user readiness and adoption to help customers incorporate new capabilities into day-to-day operations.

Through these engagements, the practice helps organizations strengthen project planning and execution, improve financial visibility and control, standardize processes, and enhance reporting and decision-making. Each implementation aligns technology and process improvements with the customer’s strategic objectives, industry requirements, and measures of success.

The ideal candidate will bring strong Grants Accounting and Grants Management expertise across commercial and public sector organizations, along with deep functional knowledge of Oracle Project Costing, Project Billing, and Capital Projects. This role requires the ability to translate complex business requirements into integrated solutions and lead implementations, enhancements, and ongoing functional support.

Key Responsibilities

  • Lead requirements gathering and business process workshops to understand grants administration, project accounting, billing, and capital project needs.
  • Design and support end-to-end Grants Management processes, including award setup, funding allocation, budgeting, expenditure tracking, cost allocation, billing, financial reporting, and award closeout.
  • Configure and support Oracle Project Costing processes, including project setup, expenditure processing, cost collection, burdening, cost adjustments, accounting, and reconciliation.
  • Design and support Oracle Project Billing processes, including contract setup, billing controls, invoicing, revenue recognition, and integration with Accounts Receivable.
  • Lead Capital Projects processes, including capital cost accumulation, construction-in-progress tracking, asset assignment, capitalization, and transfer to Oracle Assets.
  • Translate business requirements into functional designs, configuration specifications, process documentation, and reporting requirements.
  • Partner with technical and cross-functional teams to deliver integrations, data conversions, reports, and extensions across relevant Oracle applications and external systems.
  • Support grant-specific financial controls, allowable cost requirements, funding restrictions, audit readiness, and sponsor reporting based on applicable organizational and award requirements.
  • Lead functional testing, support user acceptance testing, resolve defects, and validate financial results across integrated business processes.
  • Support deployment planning, user training, knowledge transfer, post-go-live stabilization, and ongoing process improvements.

Required Qualifications

  • Demonstrated functional expertise in Oracle Grants Accounting or Grants Management, Project Costing, Project Billing, and Capital Projects.
  • Experience supporting grants and project accounting requirements in both commercial and public sector environments.
  • Proven ability to lead end-to-end Oracle implementations, from discovery and solution design through configuration, testing, deployment, and production support.
  • Strong understanding of project financial management, including budgeting, forecasting, expenditure controls, indirect cost recovery, billing, revenue recognition, capitalization, and reconciliation.
  • Ability to assess complex grant and funding structures and translate sponsor requirements into practical business processes and application configurations.
  • Experience with integrations between project accounting and related financial applications, such as General Ledger, Payables, Receivables, Procurement, and Assets.
  • Strong analytical and troubleshooting skills, with the ability to investigate transaction, accounting, integration, and reporting issues.
  • Excellent communication, documentation, and stakeholder management skills, including the ability to lead workshops and explain functional solutions to business and technical audiences.
  • Experience with Oracle Fusion Cloud ERP and Oracle PPM Cloud implementations.
  • Familiarity with public sector grant requirements, federal awards, and applicable cost principles, such as Uniform Guidance, where relevant.
  • Experience with complex funding arrangements, including multiple funding sources, cost sharing, matching requirements, and award amendments.
  • Experience developing financial reports and dashboards using Oracle reporting tools.
  • Relevant Oracle certifications or a background in accounting, finance, grants administration, or enterprise application consulting.
