We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade.

This job acts as a project leader, coordinating the activities of other engineers, determining technical tasks, and improving existing structures and processes. It involves making technical decisions, collaborating with management to set standards, and representing the company to external partners.

Job Description:

Essential Responsibilities:

• Acts as a project or system leader, coordinating the activities of other engineers on the project or within the system
• Determines the technical tasks that other engineers will follow
• Actions result in the achievement of customer, operational, program or service objectives
• Proactively improves existing structures & processes
• Exercises judgement in reconciling diverse and competing priorities (time, quality, complexity risk) to identify optimal solutions to problems
• Notices patterns and condenses repetition into densely meaningful generalized solutions
• Collaborates with management to set/improve standards for engineering rigor
• Trusted to represent PayPal, Inc to the outside world via interactions with partners, customers, or industry organizations

Minimum Qualifications:

• 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

• Rule DSL Design & Development: Good experience designing and building rule-based systems using custom DSLs with ANTLR or equivalent parser-generator frameworks.
• Java Development: 6+ years of hands-on Java experience building decision engines, rule execution systems, and DSL runtime environments.
• Python Backend Services: 3+ years designing and implementing Python backend services for collaborative rule authoring, API development, and platform tooling.
• Apache Kafka & Stream Processing: 4+ years of deep working knowledge of Kafka ecosystems, enabling high-throughput, low-latency streaming and event-driven architectures.
• Kubernetes & Container Orchestration: 3+ years designing, deploying, and operating Kubernetes environments, including deployment pipelines, scaling strategies, and cluster operations.
• GCP & Data Management: 3+ years of hands-on experience building and operating cloud-native applications on GCP (GKE, Dataproc for scheduled jobs), with strong SQL skills and experience with relational databases, BigQuery, and Bigtable for data extraction, transformation, and analysis.
• AI-Assisted Development: Hands-on experience using AI coding assistants (e.g., Claude Code, Copilot) to accelerate design, development, testing, and code review, with sound judgment on when and how to apply them.
• Agentic Systems: Working knowledge of agentic architectures, including tool use, MCP, multi-step workflows, and evaluation, and an interest in applying them to rule authoring and platform automation.
• Technical Leadership: Proven track record of driving architecture direction for the team and leading cross-team initiatives, including mentoring engineers, influencing technical strategy, and aligning stakeholders on design decisions.
• Frontend Development (React): Knowledge of building FrontEnd/React applications, ideally control plane UIs for rule authoring, review, and deployment, with an understanding of governance workflows such as approvals, versioning, audit trails, and role-based access control.

The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:
