About the Role

We are looking for an expert in US Federal government proposals to support our sales and business development efforts. This role is the critical point of contact to move the ball forward and shepherd opportunities through the solicitation process. You will lead the development of competitive proposals in response to Federal government solicitations (RFPs, RFIs, RFQs, BAAs, and Sources Sought). This role owns the proposal lifecycle end-to-end - from opportunity kickoff through submission - ensuring compliance, quality, and win-theme alignment across technical, management, and cost volumes.

This role will be deeply impactful team member in the build-out of our Federal business and our customers’ ability to acquire our product. You will work collaboratively with sales, capture, legal, finance, contracts, operations, leadership, etc., but also work in a fast-paced, autonomous environment with the ability to drive projects quickly and be creative with how to accomplish goals. You will take ownership of winning, compliant proposal responses to customers with a deep empathetic understanding of their business, funding and procurement processes.

About You

  • You are deeply familiar with managing the full proposal lifecycle for Federal solicitation opportunities, adhering to FAR/DFARS compliance requirements and agency-specific instructions including:
    • Developing compliance matrices, outlines, and schedules aligned to solicitation requirements.
    • Leading color team reviews (Pink, Red, Gold) and drive resolution of review feedback.
    • Coordinating inputs from sales, capture managers, subject matter experts, technical teams, contracts, pricing, and executive leadership.
    • Facilitating proposal kickoff meetings, storyboarding, and win-theme development sessions.
    • Managing proposal production, formatting, and final submission (including SAM.gov and agency portals).
    • Tracking proposal metrics and supporting post-submission debriefs/lessons learned.
  • You possess the talent and know-how to build out a Federally focused proposal capability and process that aligns with Peregrine’s business approach.
  • You have the knowledge to implement and operate a proposal infrastructure including reusable materials, proposal tools (e.g., AI, third party platforms, etc.), processes, and more.
  • Develop partner and direct proposal approaches.
  • Create approaches that maintain Peregrine’s fast-moving culture while ensuring viability with Federal procurement requirements.
  • You are skilled at internal communications, allowing key stakeholders to clearly understand Peregrine’s options and associated tradeoffs to make the best decisions possible.

What we look for

  • 7+ years managing Federal proposals (DoD, civilian agencies, or intelligence community preferred).
  • Strong knowledge of Federal acquisition processes and proposal compliance standards.
  • Experience with Shipley or similar proposal methodologies.
  • Excellent writing, executive level communication, editing, presenting and stakeholder management skills.
  • Proficiency with MS Office/SharePoint; experience with proposal management software a plus.
  • Active or eligible for security clearance a plus.
  • Bachelor's degree required; APMP certification a plus
  • Located in the Washington, DC area and willing to come into our downtown office 4 days/week.

$132,000—$154,000 USD
