POSITION TITLE: Manager, Government Contracts & Compliance

LOCATION: Remote

REPORTS TO: Director, Government Contracts & Compliance

WHO WE ARE LOOKING FOR:

Per Scholas is seeking a Manager, Government Contracts & Compliance to support holistic grant and contract management across federal, state, and city funding streams. This role is responsible for ensuring strong contract performance, regulatory compliance, and accurate revenue recognition.

The Manager will work collaboratively with Program, Finance, Legal, and Leadership teams to ensure contracts are executed effectively, performance goals are met or exceeded, and revenue is realized in alignment with contractual terms, with a strong focus on maximizing contract value and achieving high levels of earned revenue (targeting ~80% or higher recognition across the government portfolio where applicable). This position plays a critical role in safeguarding funding, strengthening internal processes, and ensuring operational excellence across the government portfolio.

POSITION RESPONSIBILITIES:

Coordinate and facilitate grant and contract execution and the fulfillment of administrative requirements for funded grants from government funders. Ensure that Per Scholas meets all grant compliance and reporting requirements. Establish process improvements and new approaches to managing grants and contracts for the organization.

DUTIES AND RESPONSIBILITIES:

  • Independently own an assigned portfolio of grants end-to-end: execution, funding agency communication, kickoff facilitation, monitoring, and renewal.
  • Support negotiation and legal review on assigned awards, escalating high-risk terms to the Director per established triage standards.
  • Conduct first-pass review of low-risk contract documents on assigned awards (e.g., standard renewals with no material changes), escalating flagged terms to the Director/Legal.
  • Partner with Fiscal to ensure accurate revenue recognition on assigned awards, aligned with contract terms.
  • Coordinate document preparation and lead team prep calls in response to funding-agency audit and monitoring notices for assigned grants, within the funder's notice window.
  • Maintain reliable tracking of deadlines, reporting schedules, and deliverables for assigned caseload.
  • Communicate performance updates and risk on assigned grants to the Director in a clear, timely manner
  • Coordinate with Fiscal, Development, and Managing Directors on assigned grants.
  • Represent assigned grants in monthly status meetings and other internal/external meetings.
  • Provide embedded compliance support (up to 90 days) to Program teams onboarding new federal or state awards post-kick off and contract reviews to ensure early contract performance success. 
  • Perform other duties as assigned.

QUALIFICATIONS AND EXPERIENCE: 

  • Bachelor’s degree from an accredited college or university in Public Administration, Public Policy, Business Administration, Nonprofit Management, Finance, or a related field.
  • At least 3-5 years of experience managing government contracts, grants, or sponsored programs in nonprofit, public sector, or human services organizations.
  • Proven experience with post-award grant administration, contract performance monitoring, and compliance oversight.
  • Knowledge of revenue recognition principles for cost-reimbursement, milestone-based, and performance-based contracts.
  • Experience preparing, reviewing, and executing funding agreements, subcontracts, and amendments.
  • Familiarity with federal, state, and local government grant systems and portals (e.g., workforce development, education, or human services funding platforms).
  • Strong analytical skills, with the ability to interpret complex grant agreements and translate them into actionable internal guidance.
  • Proficient in Microsoft Office, Google Suite, and grant/contract management tracking systems
  • Highly organized with excellent project management and multitasking skills.
  • Strong written and verbal communication skills, including the ability to communicate complex information to varied audiences.
  • Demonstrated professionalism, discretion, and sound judgment in sensitive or high-stakes situations.
  • Ability to work independently and collaboratively across teams and departments.

PERSONAL CHARACTERISTICS

  • Strong experience managing government contracts and/or grants, ideally within workforce development, education, or human services programs.
  • Deep understanding of compliance, reporting, and funding regulations with strong attention to detail.
  • Strong communicator who can synthesize complex information for varied audiences and translate grant agreements into clear guidance.
  • Familiarity with revenue recognition principles in a nonprofit or government-funded environment.
  • Ability to collaborate across departments and drive accountability.
  • Excellent time management skills with the ability to balance multiple priorities.
  • Highly organized with strong risk management and problem-solving skills.

COMPENSATION 

  For this role specifically, we are targeting a salary range of $60,000- $70,000/year. The salary difference is typically determined by several factors, including the geography where the selected candidate resides and alignment with qualifications and experience

Holidays & PTO: Full-Time Per Scholas team members enjoy over 40 days of paid time off each year through a mix of holidays, vacation, and sick/personal time! All employees are eligible for Holiday pay upon hire (a total of 22 holidays annually, including a week off for Independence day and a week before the New Year). Full-Time Benefits Eligible employees also receive 80 Wellness Hours to use for Sick, Safe, or Personal reasons and accrue Vacation at a rate of 8 hours at the beginning of every month, supporting rest, recharge, and work-life balance. Vacation accruals increase with tenure. Part-time employees are afforded time off on a prorated basis and in accordance with local requirements. 

Comprehensive Medical Coverage: Benefit eligible employees can choose from multiple medical plans through Cigna or Kaiser Permanente (where available), with options to fit your needs. Eligible employees also have access to a Health Reimbursement Account (HRA) that reimburses eligible out-of-pocket expenses, up to $4,000 for individuals and $8,000 for families.

Dental and Vision Insurance: Eligible employees can select from two dental plan options and a vision plan. Employees who waive medical coverage receive employer paid dental and vision premiums.

Retirement Savings: 401(k) plan with a current 100% employer match on contributions up to 6%, eligible employees are offered entry and full vesting after 90 days with the company.

Employee Assistance Program (EAP): Free, confidential, 24/7 access to counseling, legal support, and financial resources for employees and their household members

Parental Leave: Eligible employees are offered up to 6 weeks of 100% paid parental leave to support employees as they welcome a new child and bond with their family.

Additional Benefits & Perks: Eligible employees have access to employer-paid life and AD&D Insurance, as well as employer-paid short-term disability coverage, with the option to elect additional life coverage and long-term disability insurance.
