Construction Project Manager - Federal Sector

Procon is seeking an experienced Construction Project Manager to support the design and construction of a new currency production facility at a federal research campus, as well as related facility projects at two existing currency production facilities in Washington, DC. This candidate will serve as one of two Construction Project Managers designated as Key Personnel, this position will provide comprehensive construction and project management support throughout the project lifecycle, including design and construction oversight, cost estimating, budgeting, scheduling, quality control, and quality assurance. The ideal candidate will have experience supporting complex federal capital improvement and facility construction programs from planning and design through construction and closeout.

Requirements

Qualifications & Skills

• Bachelor’s degree in Architecture, Engineering, Building Construction, Construction Management, or a related civil, mechanical, electrical, or architectural discipline.

• Minimum of 6 years of specialized commercial construction project management experience.

• Proven experience managing complex new construction and major renovation projects, including multiple concurrent projects.

• Expert knowledge of construction methods, practices, and facility construction activities.

• Experience coordinating with GSA Public Building Services, A/E firms, contractors, trades, suppliers, and other project stakeholders.

• Experience developing project cost estimates, tracking costs, and supporting project budget management.

• Proficiency in developing and managing project schedules using MS Project and/or Primavera.

• Ability to lead construction activities, progress meetings, and multidisciplinary project teams.

• Experience collaborating with Subject Matter Experts to define project requirements, conduct needs assessments, and support preliminary space planning.

• Experience with commercial projects involving significant systems furniture scope.

• Strong leadership, team coordination, problem-solving, and customer service skills, with the ability to work independently in demanding project environments.

• Excellent written and verbal communication skills, including preparation of detailed project documentation and coordination with Government Project Managers, clients, SMEs, and development teams.

Responsibilities & Duties

• Serve as the primary on-site Project Manager for assigned facility projects, overseeing budget, schedule, quality, contractor performance, and day-to-day execution.

• Provide construction and project management support throughout the full project lifecycle, from preconstruction and design through construction and closeout.

• Coordinate logistics, value engineering, MEP analysis, LEED requirements, FF&E, office moves, bid reviews, shop drawings, inspections, and construction activities.

• Manage construction and reconfiguration of existing office spaces, including coordination of office and departmental relocations.

• Develop and monitor project budgets, cost estimates, schedules, milestones, and mitigation strategies for potential delays.

• Perform technical reviews of design documents, construction documents, specifications, and shop drawings to support QA/QC requirements.

• Conduct on-site construction observations and inspections to verify quality and compliance with project requirements.

• Participate in construction, coordination, planning, and project status meetings with contractors and project stakeholders.

• Prepare project communications, presentations, notifications, and status updates documenting project progress.

• Support development and implementation of Standard Operating Procedures for design reviews, construction logistics, documentation, project delivery, and closeout.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

• Walking and standing for extended periods while performing site observations and inspections.

• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

• Accessing mechanical, electrical, utility, process, and other construction areas as required.

• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

• Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.

• Occasionally lifting and carrying up to 25 pounds.
