[IT Strategy Officer] Company CIO Office

Recruiting for expansion due to the establishment of a new organization.

The CIO (Chief Information Officer) office is seeking members to lead projects and develop a company-wide IT strategy framework to optimize the IT environment and promote business efficiency for Rakuten Mobile, Rakuten Symphony, and Rakuten Communications, which belong to the C&E Company.

This position involves optimizing IT environment processes and systems while developing medium- to long-term strategies, and driving various projects and initiatives.

[Job Description]

As a member of the CIO office, which is at the core of Rakuten Group's IT strategy, you will lead the practical work toward strengthening IT governance (risk mitigation), optimizing IT investment (cost structure), and building a data-driven decision-making platform for the entire C&E Company, including Rakuten Mobile. Working directly under the CIO and collaborating with CxOs, you will be responsible for promoting initiatives related to establishing alignment between management strategy and technology strategy, and strengthening governance for organizational penetration.

[Specific Job Responsibilities]

• Advanced IT Information Infrastructure: Promoting company-wide IT infrastructure standardization and migration to a modern development and operation environment.

• Portfolio Management: Prioritizing and managing progress to maximize ROI for IT investment budgets in the hundreds of billions of yen.

• Visualization and Optimization of IT Costs: Improving cost efficiency from a FinOps perspective by increasing transparency of cloud usage fees (AWS/GCP, etc.) and license fees.

• Resource Management: Optimizing the allocation of thousands of engineering resources and developing skill sets and training plans.

• Data-Driven Work System: Building management dashboards using BI tools and quantifying decision-making processes in each department.

• Organizational Management: Strategy formulation, KPI management, and implementation of measures for developing next-generation leaders as the CIO office.
