[Project Management Officer] Company CIO Office

Recruiting for expansion due to the establishment of a new organization.

The CIO (Chief Information Officer) office is seeking members to optimize the IT environment of Rakuten Mobile, Rakuten Symphony, and Rakuten Communications (all part of the C&E Company) and promote business efficiency. This will involve building a company-wide IT strategy framework, formulating strategies, planning, and leading projects.

This position involves optimizing IT processes and systems while developing medium- to long-term strategies, and managing various IT projects and initiatives.

[Job Description]

This position will lead the advancement of IT infrastructure and business systems for the C&E Company (Rakuten Mobile, Rakuten Symphony, and Rakuten Communications). As a member of the CIO organization, this position will be responsible for optimizing IT investments directly linked to management strategy, strengthening resilience (fault tolerance), and promoting DX (Digital Transformation), supporting business growth with technology and data.

[Specific Job Responsibilities]

This is not simply "management"; it requires acting as a bridge between management and the front lines, and taking the lead in "problem-solving."

• Project PMO/Promotion: Managing the progress, risks, and issues of ongoing critical IT projects (infrastructure upgrades, security enhancements, business system modernization, etc.). Identifying bottlenecks when projects stall, escalating issues to relevant parties, and leading practical solutions.

• IT Cost Optimization (IT Governance): Visualizing company-wide IT spending and developing budget optimization and reduction measures based on return on investment (ROI). Monitoring software licenses and SaaS usage, and eliminating and consolidating waste.

• Data-Driven Management Support: Collecting and analyzing data related to IT asset management and project progress (BI tools/SQL/Excel). Creating dashboards and providing regular reports on IT investment status and resilience to support management decision-making.

• Cross-Organizational Coordination and DX Promotion: Acting as a bridge between business and IT departments, implementing IT strategies internally and coordinating requirements. Leading projects to improve efficiency and reduce man-hours in internal operations through AI utilization and automation tool implementation.

[Scope of Responsibility and Difficulty Level]

• Scope of Responsibility: Responsibility for deadlines, budgets, and quality of assigned projects. Accuracy of data reported to management and validity of improvement proposals based on that data.

• Difficulty Level: In a large-scale and complex system environment like Rakuten Mobile, the challenge lies in how to derive the "optimal solution for the entire company" amidst conflicting interests among stakeholders (business units, engineers, vendors).
