Background/IRC Summary

IRC is a co-lead of the Digitalization Thematic Working Group (TWG) of the Humanitarian Leadership Group on Supply Chain (HLGSC), alongside Help Logistics, data.org, World Economic Forum (WEF) and the Food and Agriculture Organisation (FAO). The TWG brings together 18 member organizations - UN agencies, INGOs, and local partners - to build a shared supply chain data governance framework, common data standards, and practical interoperability mechanisms across the humanitarian sector.

Job Overview/Summary

The TWG's work is organized around four results: a multi-stakeholder governance framework (Result 1), a common data standards and shared taxonomy (Result 2), a data-sharing and interoperability blueprint (Result 3), and a mapping of complementary initiatives already underway across the sector (Result 4). In the second half of the project, Results 1, 2, and 3 each move from design into live testing through a dedicated pilot: a governance pilot, a data standards pilot, and an interoperability pilot.

The Program Officer will lead the benchmarking work that underpins the data standards pilot and will support the design and delivery of all three pilots - governance, data standards, and interoperability -helping translate research and sector mapping into practical input for how each is built. This is a hands-on, delivery-focused role spanning three of the TWG's four workstreams, for someone who wants to help a sector-wide coalition move from agreement in principle to evidence in practice.

The position is funded through the HLGSC Digitalization TWG action (DG ECHO-funded), through project close in December 2027. The Program Officer, Supply Chain Digitalization Benchmarking and Pilots works closely with data.org, the TWG's facilitation partner, and reports to the Deputy Director for Business Development and Program Delivery within IRC's Global Supply Chain team.

Major Responsibilities

Benchmarking (Result 2)

  • Lead benchmarking with the 3 TWG member organizations assessing their data systems against the TWG's agreed minimum viable data standards.

  • Consolidate benchmarking results into a clear, decision-ready evidence base that directly informs the Result 2 data standards pilot.

Pilot design, delivery & documentation (Results 1-3)

  • Support the design and launch of three pilots: a governance pilot (testing the endorsed governance framework, including rotating co-chair and decision procedures), a data standards pilot (testing the agreed taxonomy across benchmarked organizations), and an interoperability pilot (testing data-sharing and anonymization protocols across organizations at varying levels of digital maturity).

  • Document each pilot as it unfolds, capturing lessons learned to support real-time, adaptive management.

  • Author the pilot completion reports, prepared in a format agreed in advance with DG ECHO.

  • Support identification of pilot opportunities under Result 3, working directly with participating organizations.

Research translation (Result 4)

  • Translate findings from the Result 4 mapping report into concrete design inputs for the Results 1-3 pilots.

Coordination & reporting

  • Participate in TWG meetings and relevant sub-group sessions.

  • Provide regular progress updates to TWG co-leads.

  • Help prepare materials for co-leads meetings and, where relevant, the HLGSC Coordination Board.

Job Requirements

Education

Bachelor's degree required in Supply Chain, Project Management, Data Science, International Development or related field required; Master's degree is an advantage.

Work Experience

3-6 years' experience in humanitarian supply chain, program monitoring and evaluation, or data systems work required, including direct responsibilities in pilot design or the testing of new operational mechanisms.

Demonstrated Skills and Competencies

Required:

  • Strong project management skills, with the ability to keep multiple concurrent workstreams on track and within scope.

  • Comfort working with data standards, benchmarking frameworks, or data governance concepts.

  • Excellent written communication skills, with the ability to translate research and technical findings into clear, actionable recommendations for a non-technical audience.

  • Demonstrated ability to work across multiple organizations and stakeholder groups.

  • Fluency in English required; French or Arabic language skills is an advantage.

Desirable:

  • Prior experience with data standards frameworks such as GS1 or UNSPSC.

  • Experience working with multi-stakeholder coalitions, working groups, or coordination bodies.

Working Environment

Standard remote office environment. The TWG operates primarily through virtual engagement; occasional travel may be required for in-person convening.

Compensation: (EUR 60,028 - EUR 67,090). Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
