Allocation Manager

Weare looking for an experienced Allocation Manager to own resource allocation and staffing across a fast-moving portfolio of 50+ concurrent IT projects. This role sits at the intersection of allocation/ resource management and vendor/subcontractor management, working closely with Service Lines, Project Managers, and the Sales team to make sure every project is staffed with the right people at the right time.

You'll be comfortable managing allocation, and you'll bring the judgment to balance internal capacity against subcontractor support when needed.

Responsibilities

Allocation Management

• Own the end-to-end allocation and vendor management process on a continuous basis.

• Manage allocation across the project portfolio.

• Handle incoming staffing requests from the sales pipeline.

• Coordinate with Service Lines to determine whether internal (employee) capacity is available or whether a subcontractor is needed.

• Where subcontractor support is required, align with the Vendor Manager on the specific need and help source the right subcontractor.

• Prepare and present allocation proposals to Service Lines, covering both engineering and PM staffing.

• Keep Sales stakeholders continuously updated on staffing status, progress, and challenges - expectation management and transparency are key.

• Work closely with Project Managers to precisely determine resource needs and resolve issues arising during allocation.

• Track potential upcoming project opportunities so allocation decisions can be made quickly and with proper preparation.

• Keep allocation-related documentation up to date to support leadership decision-making.

• Align resource distribution with financial goals and cost plans.

Vendor & Subcontractor Management (supporting / backup capacity)

• Bring familiarity with, or openness to vendor management: sourcing and interviewing new subcontractor partners, managing hour-rate targets, and negotiating volume.

• Be ready to support vendor management responsibilities as a backup when needed.

• Work with the Vendor Manager to help maintain active subcontractor relationships, so they can be integrated quickly and effectively into project plans when needed.

• Collaborate with other teams to help identify future workforce needs arising from new business opportunities.

Process & Reporting

• Monitor margin targets as part of core allocation responsibilities.

• Support the rollout of our new PSA (Professional Services Automation) tool, replacing our current mix of tools.

• Identify and help plan for missing processes, and continuously help optimize existing resource-allocation and project-execution processes.

• Track key performance indicators (KPIs) related to resource utilization and project execution; prepare and present regular allocation reports to leadership, including project-closing reports.

• Help ensure client satisfaction through on-time project kickoffs and efficient resource management, and collaborate with the PMO on client complaints or feedback related to resource allocation.

• Participate in long-term strategic workforce planning, forecasting future resource needs based on business growth and market trends; prepare resource forecasts and proactively flag potential shortages or surpluses.

• Help manage resource conflicts between projects or organizational units, to support optimal resource utilization at the whole-organization level.

• Continuously identify opportunities to improve and streamline allocation, tracking and reporting processes.

Requirements

What You Bring

• Minimum 5 years of overall experience, including at least 2-3 years specifically in an Allocation Manager / Resource Manager role within IT staffing.

• Experience in IT project environments, ideally with exposure to managing allocation across many smaller, shorter-duration projects rather than a handful of large, long-running ones.

• Strong conflict-resolution skills - you'll regularly navigate overlapping project timelines and high-priority projects that need to kick off on short notice.

• Good relationship-building and negotiation skills

• Data- and KPI-driven thinking, and comfort with reporting to leadership.

• Fluency in English.

• Comfortable working with tools like Excel, Coda, Jira, and Slack, and excited to help shape and scale processes as we roll out a new PSA platform.

Nice to have

• Background at an IT services / project-based company with similar allocation challenges

• Vendor/subcontractor management experience is a strong plus
