Spark Power, a trusted partner in energy in North America, is seeking to look for an experienced and results-driven Proposal Lead t o lead the development and execution of winning pursuit strategies for utility, renewable energy, and industrial electrical projects across North America. This new role will provide hands-on leadership across the full proposal lifecycle, coordinate complex cross-functional pursuits, and help develop the capabilities, processes, and tools of our growing proposal function.

What will you do as the Proposal Lead?

  • Direct the end-to-end proposal development process for RFPs, RFQs, and other competitive procurement opportunities.
  • Evaluate solicitation documents and develop pursuit strategies that align customer requirements with organizational capabilities and differentiators.
  • Establish proposal schedules, compliance plans, content strategies, and submission timelines to ensure the successful delivery of multiple concurrent pursuits.
  • Lead proposal kick-off meetings and coordinate cross-functional teams, including Operations, Engineering, Safety, Finance, Legal, and Business Development.
  • Manage proposal content development, providing guidance, review, and direction to contributors while ensuring consistent messaging, strong positioning, and responses tailored to client-specific requirements.
  • Oversee final proposal production and submission activities, ensuring compliance, quality, and timely delivery through public and private procurement platf Ensure proposal submissions meet corporate branding, quality, compliance, and approval standards.
  • Champion proposal procedures and Opportunity Governance process, including Go/No-Go meetings, Quote Reviews, proposal quality reviews, and ensuring required executive approvals throughout the pursuit lifecycle.
  • Train, coach, and mentor proposal team members on proposal management best practices, procedures, governance, and effective proposal development techniques.
  • Analyze win/loss outcomes and customer feedback to identify lessons learned and strengthen future pursuit strategies and submissions.
  • Monitor industry trends, evolving customer requirements, and procurement practices to identify opportunities to enhance proposal competitiveness.
  • Serve as a subject matter expert for proposal content libraries, templates, and knowledge management resources within SharePoint, Teams, and other business systems.
  • Champion standardization and process improvement initiatives that increase proposal efficiency, consistency, and overall submission quality.
  • Actively support the evaluation, adoption, and continuous improvement of AI-enabled tools and workflows within the proposal function, bringing forward practical ideas and experience to enhance proposal quality, efficiency, content development, compliance, and knowledge management.
  • Contribute to the development of responsible AI practices for proposal development, with a focus on accuracy, confidentiality, quality control, and appropriate governance.
  • Develop and maintain tools, processes, and reporting that improve visibility into proposal performance, pipeline, workload, and resource requirements.
  • Oversee customer prequalification submissions and contractor qualification requirements across North America.
  • Ensure timely completion of compliance documentation and organizational certifications required for bid eligibility.
  • Manage the tender opportunity intake process, including monitoring shared inboxes, evaluating opportunities, and coordinating internal pursuit assignments.
  • Partner with operational and business development leaders to identify, prioritize, and pursue strategic growth opportunities.

Do you have the Spark? Here’s what we’re looking for:

  • 7+ years of progressive experience in proposal management, business development support, or pursuit management within construction, engineering, utilities, infrastructure, or professional services.
  • Demonstrated success leading complex, high-value proposal submissions and managing multiple concurrent pursuits.
  • Demonstrated ability to build strong internal relationships and identify and engage the appropriate technical, operational, and corporate resources to support pursuit teams.
  • Strong leadership and project management skills, with the ability to influence and coordinate diverse stakeholder groups.
  • Exceptional writing, editing, and communication skills, with advanced proficiency in Microsoft Word and a strong understanding of proposal development best practices.
  • Experience with public procurement and tendering platforms such as MERX, Bonfire, Bids&Tenders, Ariba and similar systems.
  • Advanced proficiency in Microsoft Office Suite, SharePoint, Teams, Adobe Acrobat, Visio and ability to create professionally formatted proposal deliverables including tables, organization charts etc.
  • Strong analytical, organizational, and problem-solving capabilities with exceptional attention to detail.
  • Ability to work effectively in a fast-paced environment while managing competing priorities and deadlines.
  • Post-secondary diploma or degree in Business, Marketing, Communications or a related technical field.
  • Experience within the utility, energy, renewable energy, electrical infrastructure, or industrial services sectors.
  • Professional certification in proposal management or project management (APMP, PMP, or equivalent).
  • Experience using and integrating AI-enabled tools within a proposal, pursuit, business development, or similar environment.
  • Experience contributing to the implementation, adoption, or development of AI-supported proposal processes and best practices is considered a strong asset.
  • Experience with Adobe Creative Suite, including InDesign, Graphics Experience are assets.
  • Experience with CRM systems, business development processes, and strategic pursuit planning.
