Who we are supporting  

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The Electromagnetic Operations (EMO) Training Specialist will support the development and coordination of NATO Education & Training activities within the Electromagnetic Operations (EMO) domain.

The role focuses on integrating the new EMO Strategic Training Plan (STP), developing training requirements, conducting Training Requirements Analysis (TRA) and Training Needs Analysis (TNA), coordinating the EMO Community of Interest, organizing workshops, and supporting reporting to HQ SACT.

The position requires a combination of EMO domain expertise, NATO training methodology experience, military CIS knowledge, and Education & Training programme development experience.

Role Duties and Responsibilities

• Integrate the new EMO Strategic Training Plan (STP) into relevant follow-up and development activities.
• Draft the EMO Baseline Report under the guidance of the DDO Coherence Officer.
• Support development of the new EMO Training Requirements Analysis (TRA) and associated TRA Report.
• Plan and execute the initial Training Needs Analysis (TNA) to address Education & Training gaps identified through the TRA.
• Identify and develop the EMO Community of Interest (CoI) and relevant target audiences across:
• NATO HQ
• ACO
• ACT
• NCS
• NFS
• ETFs
• Establish communication and synchronization with other disciplines.
• Identify cross-functional training gaps and help prevent unnecessary duplication of training activities.
• Plan and execute the inaugural Kick-Off Meeting and Training Requirements Analysis Workshop (KOMTRAWS).
• Participate in the 2026 NITEC/IPB.
• Prepare monthly Situation Reports for HQ SACT.
• Prepare quarterly HQ SACT Programme of Work reports.
• Support the development, delivery, management, and evaluation of EMO-related Education & Training activities.
• Support conferences, workshops, and other professional events.

Essential Skills

• Strong knowledge and practical experience within the Electromagnetic Operations (EMO) domain.
• Strong understanding of Education & Training development and delivery.
• Experience with NATO's Global Programming Approach.
• Experience with the Systems Approach to Training (SAT) or equivalent training-development methodologies.
• Experience developing training requirements.
• Practical knowledge of:
• Training Requirements Analysis (TRA)

• Experience developing, delivering, or evaluating training programmes.
• Instructional techniques and training-development competence.

• Proficiency with Microsoft Office applications, particularly SharePoint and workflow tools.
• Experience working in an international environment with both military and civilian personnel.
• Fluent English with the ability to read and produce technical, procedural, and user documentation.

Experience

• Minimum 3 years of experience in the EMO domain, including development, delivery, or management of EMO-related Education & Training.
• Minimum 3 years of experience with NATO's Global Programming Approach and Systems Approach to Training (SAT) or equivalent methodologies.
• Minimum 3 years of professional experience developing, delivering, or evaluating training programmes.
• Minimum 3 years of Quality Assurance experience within an Education & Training context.
• Experience developing training requirements, including TNA and Performance Objectives.
• Experience delivering training within a military environment.
• Previous experience working in an international military/civilian environment.

educations and Certifications

Candidates must have either:

• Higher vocational training in a relevant discipline + minimum 3 years of relevant post-qualification experience, or
• Secondary education + minimum 5 years of relevant post-qualification experience.
