The Environmental Analysis Unit supports development of sustainable transportation infrastructure that minimizes impacts on the human and natural environment.

The purpose of this position is to supervise and manage the Mitigation Group within the Environmental Analysis Unit. The primary responsibilities of the group include the planning, design, construction, performance monitoring, and stewardship of NCDOT on-site stream, wetland, and buffer mitigation sites, statewide. Additionally, this position is responsible for on-site mitigation right of way acquisitions, encroachments affecting existing mitigation sites, quantifying indirect and cumulative impacts, management of the EAU mitigation geodatabase, and the procurement of mitigation credits from NC Division of Mitigation Services and private mitigation providers.

In this role you will:

  • Supervise staff that manage all aspects of the Department’s stream, buffer and wetland mitigation programs.
  • Manage and supervise the Department’s On-site Mitigation Monitoring and Stewardship Programs.
  • Manage on-site mitigation right of way acquisition, encroachments affecting existing sites, and quantifying indirect and cumulative impacts related to the State Transportation Improvement Program.
  • Manage Private Engineering Firms Contracts involving scope of work, estimates, project management tasks, scheduling, budgets, invoicing, and evaluations.
  • Coordinate and communicate with State and Federal Environmental Agencies with regards to permit compliance related to the Departments On-site Mitigation Program.
  • Assist Unit management with regards to group budgets, special projects, and other assignments.

Must be able to legally operate a motor vehicle.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC23 $81,620.00 - $159,158.00

Management prefers applicants with the following:

  • Experience with the principals and practices of natural sciences and environmental engineering, as they apply to natural stream, wetland, and buffer planning, acquisition, design, construction, and monitoring.
  • Knowledge of Federal and State laws pertaining to environmental matters (specifically Compensatory Mitigation), as well as Federal Highway Administration regulations pertaining to other aspects of highway planning, design, and construction.
  • Experience managing the planning, design, construction, and performance monitoring of Compensatory Mitigation Sites to meet State and Federal Permitting Requirements.
  • Knowledge of indirect and cumulative impacts assessment methodologies, environmental impact projections, credit tracking and allocation, and mitigation procurement processes through NC Division of Mitigation Services and Private Mitigation Banks.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience, including three (3) years of supervisory; or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
