Job Purpose

Lead the development, implementation, maintenance, and enhancement of the organization's digital applications and systems. Ensure solutions support business strategy, digital transformation initiatives, operational excellence, and customer requirements while promoting innovation and emerging technologies.

Key Responsibilities

Strategic & Functional Responsibilities

• Develop the department's operational plan, KPIs, and annual budget.
• Establish policies, procedures, and standards for application development.
• Lead feasibility studies and technical evaluations for new systems.
• Oversee application design, development, testing, implementation, and maintenance.
• Ensure applications meet business requirements and organizational objectives.
• Manage application deployment and implementation activities.
• Monitor application performance and prepare executive performance reports.
• Manage corporate websites and mobile applications.
• Lead system integrations with government and external entities.
• Develop enhancement roadmaps for existing applications.
• Oversee application support services and issue resolution.
• Lead automation initiatives and business process reengineering projects.
• Promote innovation by adopting Artificial Intelligence (AI), intelligent automation, and emerging technologies.
• Manage technology vendors and service providers.
• Ensure compliance with quality standards and regulatory requirements.
• Develop team capabilities through structured learning and development plans.
• Monitor technology trends and evaluate their applicability.
• Develop IT risk management, business continuity, and change management plans.
• Represent the department in digital transformation committees.
• Support organizational innovation and excellence initiatives.
• Ensure compliance with information security, occupational health & safety, and environmental policies.
• Perform additional duties as assigned.

Operational Responsibilities

• Provide management with regular operational and performance reports.
• Monitor KPIs, identify operational risks, and recommend corrective actions to achieve departmental objectives.

Financial Responsibilities

• Participate in annual budget preparation.
• Monitor departmental spending and recommend corrective measures.

People Management

• Lead workforce planning, recruitment, training, and employee development.
• Set departmental objectives and conduct performance evaluations.
• Mentor employees and identify competency development requirements.

Qualifications

• Bachelor's Degree in:

• Management Information Systems
• Or equivalent.
• Minimum 7 years of relevant experience.
